Role Summary

Provide leadership and oversight of operational aspects, ensuring quality and timely programme delivery. Deputise for the Country Director, focusing on external representation, legal compliance, and team leadership

Project Overview

Medair has been operational in Syria since January 2015, focusing on Health and Nutrition, Protection, WASH, and Shelter sectors. The programme operates from Damascus, Aleppo, and Deir Ez-Zor. It supports basic health services, infrastructure repair, and capacity building.

Workplace & Conditions

Role located in Damascus, Syria with travel required to all programme locations.

Starting Date / Initial Contract Details

ASAP. Full-time, 12 to 24 months.

Responsibilities:

• Programme & Staff Management: Lead and coordinate programme teams, ensuring objectives are met within time frames and budgets. Line-manage staff, fostering a consultative leadership style and effective team communication.

• Operations Management: Oversee programme implementation, ensuring adherence to operational systems and donor requirements. Facilitate cross-cutting communications and support the preparation of policies and procedures. Represent Medair at relevant meetings.

• Financial Management: Supervise project budget management and expenditure, ensuring compliance with donor proposals. Collaborate with relevant managers to ensure financial accuracy and accountability.

• Security Management: Coordinate decision-making and contingency planning during security incidents. Cover for CD in their absence to oversee the implementation of security plans and guidelines, ensuring updates for area bases.

• Quality Management: Implement systems to improve transparency and prevent loss or fraud, conducting regular inspections. Ensure programmes meet donor proposals and international standards, providing feedback on quality.

Qualifications, Experience & Technical Competencies:

• At least 2 years post-qualification experience in a management position.

• Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.

• Experience in dealing with donors and government officials.

• Knowledge of Humanitarian Essentials, Sphere and HAP Standards.

• Strong knowledge of UN and other humanitarian actors and of current humanitarian debates and issues.

Behavioural Skills

• Strong servant leadership skills with a consultative management style.

• Advanced planning, assessment and analytical skills.

• Creative, open-minded, flexible, self-learner, with good understanding of cross-cultural issues.

• Capacity to work under pressure and manage personal stress levels.

• Able to oversee multiple tasks, prioritising and delegating as required.
