We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.The opportunityAs member of the Central Services team in the Demand Side Management (DSM) division, the Analyst, Central Services reports into the Supervisor, Central Services. Central Services is responsible for the contractual and financial obligations of DSM central services and program delivery contracts; managing conservation framework settlements and enhancing the information systems used to support the delivery of framework programs and services. This role will assist more senior members of the Central Services team with daily operations.The Analyst, Central Services is accountable for a set of Central Services’ contract, procurement, settlements and business information activities in support of the Demand Side Management division. The role includes performing data analyses, processing payments, reporting contract and financial data, maintaining official records and preparing memos, decks and internal forms. The Analyst, Central Services supports the Central Services team by assisting in the implementation of new processes developed by Central Services. In addition, the role involves the administration of contract obligations, including milestone management, budget tracking and forecasting, payment processing and compliance, as well as customer service.What you will doLeadership

  • Provide support to Specialists and others on the Central Services team.
  • Provide advice on proposed new or improved operating processes that would result in gaining efficiencies or improving rate-payer value.
  • Maintain knowledge and awareness of all current and future operational activities related to demand side management programs.
  • Through collaboration with other teams within Demand Side Management, identify opportunities for process enhancements and support the implementation of necessary changes.

Technical

  • Responsible for supporting settlement, procurement and contract management activities, including administrative tasks related to managing contract milestones, calculation spreadsheets, account reconciliations, spending forecasts.
  • Provide contract management expertise on Demand Side Management and GIF contracts, as requested by the contract owners.
  • Support Specialist(s), Central Services in the development and management of the DSM procurement plan through active outreach to internal stakeholders to update the plan based on business objectives and priorities.
  • On a daily basis, perform records management duties associated with executed contracts including uploading official documentation to IESO’s Electronic Records Management System (Citadel) and creating a record on Central Services’ Contracts Master Tracker.
  • Responsible for managing incoming and outgoing official communications between DSM and external counterparties through the Conservation Contracts inbox, and track responses to notices and requests.
  • Support Central Services Specialists and Senior Specialists with assigned team projects, and with the implementation and administration of contract-related DSM processes and procedures.
  • Identify and perform gap analyses to recommend and establish enhancements to existing or new operational processes, procedures, and information systems.
  • Support with inquiries and issues management as it pertains to procurement, contracts and settlements.
  • Prepare settlement, procurement and contract related reports, including ad-hoc reports, as needed.
  • Prepare presentations, summaries, internal approval/information forms, slide decks, and organize information, as required.
  • Strict adherence to IESO policies.

Financial

  • Ensure vendor contract compliance, including validation of performance deliverables for payment purposes.
  • Monitor spending, budget commitments, and forecasts to ensure procurements and contracts are within CDM Plans and Board approved budgets.
  • Provide input to financial reports, including completion of budget forecasts and explanation of variances.
  • Prepare summaries, databases, and organize information as required for reporting, evaluating and auditing of settlements and contracts.
  • Ensure invoices and regularly scheduled payments are processed through OnlineIESO or Market Settlements, as applicable, as specified by contract.
  • Create, amend and monitor purchase orders for DSM and Grid Innovation Funds (GIF) contracts that are settled through the accounts payable system
  • Understand and apply all relevant IESO policies.
  • Support access to financial data from various information systems for the purposes of reporting and analyses
  • Understand contract terms to provide feedback on any amendment requests or negotiation plans.
  • Support the development and enhancement of existing and new budget management tools and information systems
  • Maintain accurate DSM budgets and settlements records
  • Support budget management and settlement functions for the Demand Side Management division

Customer Focus

  • Implement a customer-focused approach to contract administration by ensuring terms, conditions and requirements are enforced with consistency and due consideration for fairness, reason, and the principle of offsetting positions through negotiations.
  • Ensure counterparty concerns on contracts or payments are promptly addressed.
  • Foster positive relationships with service providers, IESO business units and partners.
  • Work closely with IESO’s Procurement, Legal, Finance and IT teams to ensure the division’s contractual, financial and information needs are addressed in a professional and timely manner
  • Adhere to internal customer service policies.

Perform other duties as requiredWhat you need to succeed

  • Requires knowledge of business principles.
  • Knowledge of energy issues and a good understanding of an electricity utility is preferred.
  • Familiarity with finance, contracts and information systems is an asset.
  • This knowledge is normally acquired either through the successful completion of 4 years university education in business administration or the equivalent.
  • Requires experience related to business process support or business analysis experience and experience in customer relationship management.
  • Experience in translating business requirements into processes, the development of training materials, and collaborating across business units are required.
  • Demonstrated familiarity with financial, contracts and information systems.
  • A period of over 3 years, and up to and including 6 years, is considered necessary to gain this experience.
  • Demonstrated ability to take initiative, manage and follow through on multiple projects at the same time
  • Self-motivated can do approach
  • Exceptional tolerance for ambiguity and change
  • Proficient in Microsoft Office suite
  • Demonstration of excellent analytical, problem solving and presentation skills – able to analyze raw data, draw conclusions and develop practical recommendations
  • Customer Relationship Management (CRM) knowledge would be considered an asset
  • Experience establishing effective working relationships
  • Attention to detail
  • Listens to others and accepts input from team members.
  • Has experience in preparing accurate written business correspondence that is coherent, grammatically correct, effective and professional.
