Sudan Health Partners Logistics Coordination Platform (HPLCP)

Purpose of the Consultancy

The purpose of this consultancy is to continue the development of the supply reporting and monitoring system for partners and service providers in Sudan.

Work to be performed

The Consultant serves as a technical adviser and provides cross-cutting support to health responders including collection and consolidation of all health supplies data in standardized nomenclature into the Health Partner Logistics Supply Dashboard and technical support to the Health Cluster as requested. In addition, the consultant provides technical support and guidance to both the Health Logistics Working Groups lead and partners to operationalize the data.

The consultant will maintain the day-to-day updates to the database and dashboards and support the team in improving systems for information consolidation and sharing. The consultant will work closely with partners to continuously improve upon the methods for data management and will interact closely with the data in order to propose and implement systems for automation.

This is done with support from and close coordination with the data team of the HPLCP Task Force located in the back office.

Key duties include:

Output 1:

Facilitate the initial set up, with the supervision of the back office, of the data management for partner supply and needs as expressed by service providers.

Output 2:

Work closely with partners to develop a system for information sharing and then build the database to consolidate and disseminate the information. This includes presenting the template with standard variables, such as item specifics and corridor for cross boarder movement.

Output 3:

Facilitate the dashboard’s initial design that provides visuals and detailed information on the status of needs expressed by service providers in Sudan and supplies provided by partners. This includes generating maps in addition to the other visuals included on the dashboard.

Output 4:

Establish and create a database to standardize and categorize all supply information to allow for ease of understanding by product category, type, cold chain considerations, and additional considerations such as regulatory concerns that may apply to certain products. Templates and structures are already in place and can be modified to fit the needs of the Sudan response.

Output 5:

Work closely with the HLWG Lead to make sure he or she has a comprehensive understanding of the status of supply to best support partners.

Output 6:

Liaise as necessary with other clusters to ensure that supply that is cluster cross cutting is included in the information management for relevant clusters.

Output 7:

To ensure that all data is easily operationalized and accessible to ensure transparency, collaboration, and accountability.

Output 8:

The consultant will contribute to the training with partners to utilize this information sharing system and he or she will adapt and generate SOPs as needed.

Specific requirements

  • Qualifications required:

    • Essential: Bachelor’s degree (in information or data management and processing, data management engineering, logistics, supply chain management, business administration, public administration, health related field).
    • Desirable: Master’s degree in logistics, supply chain management, information management, business administration, public administration or engineering.
      Specialized training in logistics for emergency and/or humanitarian responses, specialization in information management systems, preferably in emergencies.
  • Experience required:

    • Essential: At least five years of relevant experience in supply chain management, information management, monitoring & evaluation, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, at national and international levels, part of which in emergency management or humanitarian context in leadership positions. Experience in developing and promoting collaborative partnerships.
    • Desirable: Experience working with International Organisations.
  • Skills / Technical skills and knowledge:

    • Expert knowledge in supply information management as well as one or several technical areas such as supply chain management, procurement, warehousing and stock control, goods distribution, transportation.
    • Knowledge of WHO E-SOPs and various compliance measures.
  • Language requirements:

    • Essential: Expert knowledge of English.
    • Desirable: Intermediate knowledge of Arabic and/or French.

Travel

The consultant is expected to travel.

Remuneration

Standards set by the United Nations.
