JOB DESCRIPTION
Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Lead the State Safety Programme (SSiPack team in developing and updating regulations and procedures as per Annex 19 requirements for SSP implementation, achieving results such as:
- Familiarize the iPack team with Annex 19 and associated guidance material.
- Lead the iPack team to establish a stakeholder management strategy for committees’ appropriate participation and support to develop or review and update regulations and procedures for establishing an SSP in accordance with (IAICAO requirements.
- Guide the iPack team to establish platforms for collaborative decisionmaking with appropriate stakeholders in place for coordination.
- Lead the iPack team in either drafting or reviewing and refining of the national regulations and procedures or draft amendments to current provisions related to the SSP establishment.
Lead the SSP iPack team in conducting a gap analysis to identify current deficiencies, emerging issues and operational risks due to the lack of an effective SSP, achieving results such as:
- Produce a report identifying gaps in the SSP regulations and procedures.
- Lead the iPack team in identifying organizational emerging issues.
- Guide the iPack team in planning to address SSP gaps.
- Assist the iPack team to develop indicators for tracking the effectiveness of SSP implementation.
Familiarize the SSP iPack team with the SSP implementation approach, achieving results such as:
- Explain the structure of the iPack and supporting material to stakeholders.
- Lead the iPack team to organize and establish the SSP Coordination Group.
- Explain to the iPack team the criteria for achieving effective implementation.
- Review available data sources and databases to support the SSP implementation with the iPack team.
Lead the SSP iPack team to assist the State to create a stakeholder group or review roles of existing stakeholders, to manage reports and analyse the information in the State databases, achieving results such as:
- Demonstrate how to input reports into a SSP database.
- Lead the iPack team to file at least two safety reports into the SSP database.
- Lead the SSP iPack team to establish committees with appropriate participation and support.
- Assist the iPack team to create a platform(to support collaborative decisionmaking for internal and external entities applying SSP tools for analysis and safety actions.
Lead the iPack team to develop or review and enhance existing structures and processes for effective SSP operation, State’s resourcing and training for staff and managers to fulfil their roles and responsibilities, achieving results such as:
- Assist the iPack team to assemble regulatory documents and supporting material for the development or review and enhancement of existing structures.
- Lead the iPack team to develop processes for internal workflow and structures for the entity responsible for SSP operation.
- Assist the iPack team to identify offices/positions required in the structure of the organization and their functions.
- Lead the iPack team to identify competencies related to SSP operation.
- Assist the iPack team to identify training gaps for personnel and list new and recurrent training competencies for personnel.
Coordinate, organize, manage, and report on the successful deployment of the SSP iPack, achieving results such as:
- If necessary, provide advice to the State on the composition of the SSP iPack team.
- Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholders’ contact information. Obtain briefings from ICAO HQ. ANB, CDI, ICAO Regional Technical Officers, and iPack Focal Point. Prepare presentations, organize and conduct the kickoff meeting and closing meeting.
- Analyse the Gap Analysis report and prepare the iPack work plan accordingly, in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the organization responsible for the coordination of the SSP.
- Coordinate the list of SSP course participants with the State Focal Point and submit it to ICAO CDI..
- In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings.
- Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified.
- Define followup actions required and suggested approaches to achieve objectives for implementing the State’s Safety Programme to ICAO.
- Provide recommendations for the development of any additional technical assistance and cooperation projects to address any further needs of the State.
- Ensure that the iPack Deployment Report is well edited and formatted.
- Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(, ICAO HQ. SSP focal point, and iPack State Focal Point.
- Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.

A firstlevel university degree, preferably in Aviation, Engineering, or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, Airframe and Power Plant Technician Certification, or Civil Aviation Safety Inspector may be accepted in lieu of the firstlevel university degree.
Essential
- Considerable experience (ten years or morworking in a civil aviation authority, regional or international governmental aviation organization in implementing safety management.
- Project management experience (five years or morin complex projects.
- Experience in analysing organizational structures to incorporate new functions and activities for effective results.
- A minimum of 5 years experience working in a multicultural and multidisciplinary environment.
Desirable
- Experience working at an aircraft operator, aerodrome operator or air traffic services provider in a safety related function.
- Exposure to recent ICAO initiatives to support effective SSP implementation, e.g., SSP course, safety management workshops, or active involvement in other ICAO Safety Management activities.
- Experience in developing and implementing programmes to enhance safety in civil aviation.
- Experience in drafting procedures, manuals and/or regulations for State Safety Programme, Safety Management System.
Essential
- A good command of oral and written English.
Desirable
- A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
