The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

As a core component of its mandate, the IEA collects a broad portfolio of energy statistics to monitor developments in the energy sector and to provide to its Members and beyond a sound basis for policy recommendations. To support transitions to clean energy, the IEA seeks a statistics team lead to co-ordinate workstreams within the Energy Data Centre (EDC), with a focus on improving quality and enhancing geographical coverage of IEA data on core energy statistics and balances; and to provide broader support to the Head of Section across other related areas, such as improved data collection methods, enhanced dissemination, and development of indicators.

The post holder will be responsible for supervising up to 5 staff; designing and implementing the workplan, including existing deliverables and also innovative elements and analytical methods to strengthen and complement traditional data collection; while also working to enhance the capability of countries to produce better data. The post holder will report to the Head of the Annual Energy Statistics Section, collaborating with other groups as required, and act as a Deputy Head of Section as appropriate.

Job Description

Main Responsibilities

  • Provide support to the Head of Section and the Chief Statistician across core energy statistics for all fuels, and energy balances.
  • Contribute to the design and deliver the workplan of data releases in the area of core energy statistics and balances, including preparation of appropriate metadata.  Manage the inputs from EDC energy data managers and consultants, where necessary.
  • Supervise and train junior staff across the portfolio of annual energy statistics, providing opportunities for development, regular feedback and coaching; develop and maintain an environment conducive to teamwork, innovation and open communication.
  • Organise, oversee and deliver training on energy statistics as required, whether through EDC’s core training programmes, or through thematic workshops and seminars etc.
  • Aim to ensure that energy data and indicators are enhanced across all regions, with particular focus on non-Member countries; co-operate with counterparts in priority countries, so that their data is strengthened and support their inputs to the IEA’s work programme.
  • Explore innovative methods to both modernise and increase the robustness of energy data and indicators derived from conventional data collection methods. Contribute to development of methodologies for estimations of data and indicators particularly in end-use sectors, in particular for non-Member countries that do not have adequate capacity to report such data. 
  • Co-operate with the appropriate analytical and policy teams within the IEA to ensure core energy statistics and balances are well integrated into the Agency’s work, and forms the basis for sound policy advice.
  • Provide inputs to the development, modernization, and maintenance of the IT infrastructure used within the Section and wider Division, including coordination with colleagues across the Agency, as necessary.
  • Participate in preparations for and contribute to meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations.  Prepare reports, analyses and information items for these meetings.
  • Provide support on dissemination of relevant statistical outputs published on the IEA website and programme-related portals.
  • Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions.
  • Promote the work of the Agency externally through organising and participating in workshops, making presentations and holding bilateral meetings.

 

Qualifications

Academic Background

  • Preferable an advanced university degree in a topic relevant to working on energy statistics (for example: applied mathematics, statistics, economics, engineering, physics, chemistry, environmental studies, …)

Professional Background

  • At least five years of experience in energy data, preferably in an international context, or equivalent experience.  Excellent knowledge of the relevant sources and methods.
  • Deep understanding of the energy sector and of international recommendations on energy statistics; familiarity with IEA statistics is required.
  • Demonstrated capability to plan and manage projects; supervise and train junior staff; and prepare reports on complex technical issues suitable for a more general policy audience.
  • Demonstrated ability to explore innovative options to deliver data and data-based analytical products, including understanding how to leverage on emerging methodological opportunities.
  • Demonstrated ability to improve data and indicators by using well-founded estimation methods, leveraging in-country work and work of other IGOs and other relevant organisations.

Tools

  • Experience with relevant coding languages (e.g. Python, R), data visualisation tools (e.g. Power BI, Tableau) and database management (SQL).

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process
