Project Objective

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a mid-term evaluation of the Improved Health Service Delivery (IHSD)-Integrated Health Resilience Activity. The findings of this mid-term evaluation will identify demonstrable gains and gaps progress towards core program objectives relating to system strengthening. The findings will also help identifying opportunities, successful tools and approaches to strengthen local partners ‘capacity to implement USAID programs. The findings will further inform what could be adjusted for current and future program implementation.

Position Description

Haiti ESS+ is seeking an Evaluation Specialist consultant to support all technical and management aspects of the IHSD mid-term. The Evaluation Specialist serves a member of the team, providing quality assurance on analytic issues including methods, development of data collection instruments, protocols for data collection, data management, and data analysis. They will be expected to work closely with the Team Leader, Subject Matter Expert, Localization & Capacity building specialist, Cost-effectiveness specialist, the local data collection firm, the Haiti ESS+ team, and the SI headquarters project management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 8 – 10 weeks (from 48 to 60 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis.

Roles and Responsibilities

  • Collaborate with the Team Leader on strategic and operational planning, to implement approved mid-term design and ensure compliance with all USAID contractual reporting requirements for the evaluation.
  • Under the Team Leader’s guidance, lead the design and implementation of Improve Health Service Delivery-related instruments, particularly ensuring cultural and sectoral appropriateness and ensure that quality data are collected and reported.
  • Participate in methods and sampling design including selection of sample.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected.
  • Develop protocols for data collection and data management
  • Lead the analysis and be responsible for all data analysis, and coordinate the analysis of all data, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation.
  • Support writing all deliverables associated with the evaluation; including, but not limited to, the evaluation design (including tools) and the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work.
  • Participate in USAID meetings and internal evaluation team meetings.
  • Ensure all deliverables reflect the realities and expertise from the health service delivery lens.
  • Work closely with SI HQ all project personnel.
  • Participate in the data collection and analysis, ensuring data quality.
  • Manage all deadlines and record maintenance; including, but not limited to, managing quantitative data and qualitative data collection.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.

Qualifications

  • At least 10 years of experience in USAID M&E procedures and implementation.
  • At least 5 years managing M&E, including evaluations and/or assessments.
  • At least 5 years of experience in sampling.
  • Experience in design and implementation of evaluations
  • Must hold a master’s degree in economics, statistics, mathematics, or other related disciplines.
  • Experience in design and implementation of evaluations and/or assessments and large-scale surveys.
  • Strong knowledge, skills, and experience in qualitative and quantitative analytic tools.
  • Experience implementing and coordinating others to implement surveys, key informant interviews, focus groups, observations, and other evaluation and assessment methods that assure reliability and validity of data.
  • Experience in data management.
  • Able to analyze quantitative and qualitative data.
  • Experience using analytic software.
  • Experience conducting secondary analysis of existing quantitative datasets
  • Demonstrated experience using qualitative evaluation methodologies and triangulating with quantitative data.
  • Able to review, interpret, and reanalyze, as needed, existing data pertinent to the evaluation.
  • Strong data interpretation and presentation skills.
  • Familiarity with USAID health projects, include FP/RH and PEPFAR, particularly in the area of Service delivery.
  • Familiarity with USAID and/or PEPFAR M&E policies and practices including Evaluation policies; Results frameworks; and Performance monitoring plans.
  • Flexible, able to work well in a team setting, open minded.
  • Experience working in/on Haiti.
  • Proven leadership and organizational skills to successfully support the Team Leader.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Fluency in English and proficiency in written/spoken French. Haitian Creole skills are highly desired.
  • Excellent writing skills, including experience writing evaluation and/or assessment reports.
