NATURE AND SCOPE:

In response to a Request for Proposals by Canada’s Department of Foreign Affairs. Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Peru & Bolivia. This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Peru and Bolivia. These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services.

The FSSP Project Manager will be responsible for managing the delivery of administrative, logistical and financial management services provided by the FSSP.

RESPONSIBILITIES:

The tasks for the FSSP Project Manager include, but are not limited to:

  • Planning and coordinating project management activities;
  • Developing, planning, analyzing, evaluating and prioritizing deliverables, documents and requirements;
  • Defining and documenting development team objectives;
  • Providing verbal and/or written briefings to DFATD on progress and concerns on an ongoing basis and at scheduled points in the life cycle;
  • Coordinating and preparing documentation in response to scheduled and unscheduled reports, feedback and observations to update DFATD management on project progress;
  • Planning and coordinating the activities of project personnel, stakeholders, sub-contractors and other support providers;
  • Planning, directing, coordinating and controlling the activities of project team(s) to meet project objectives for content, quality, costs, and schedules;
  • Preparing formal work breakdown structure and compliance charts;
  • Ensuring documented achievements and results achieved for Technical Specialists;
  • Receiving requests for technical assistance and incoming deliverables from Technical Specialists, prioritizes, assesses urgency, sets deadlines;
  • Monitoring the design, operations startup and implementation of the project against established goals, objectives and milestones;
  • Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  • Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
  • Ensuring the Technical Authority is provided with timely and accurate project information and status
  • updates;
  • Developing project control and reporting procedures and managing changes in operational plans;
  • Conducting post project reviews/lessons learned and share with project team and/or DFATD, as appropriate;
  • Assuming leadership at the appropriate phases of planning, action, and evaluation;
  • Providing advice on DFATD-related projects and related issues to the Development Section of the Embassy of Canada in Peru and Bolivia, and DFATD;
  • Developing and maintaining a network of key stakeholders (government, civil society, other donors, private sector); and
  • Leading the preparation of formal project documents and reports;

QUALIFICATIONS AND COMPETENCIES:

  • Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences;

Experience

  • A minimum of six (6) years of experience as a Project Manager;
  • Prior experience working in a Developing Country or working with International Development Assistance Stakeholders, preferably in Peru/Bolivia;
  • Proven track record of managing international development projects with a minimum annual budget of 1 million dollars ;
  • Demonstrated experience in preparing and finalizing project documents, including Annual Work Plans and Project Reports;
  • Proven experience in ensuring quality and management oversight of services delivered within a project;
  • Demonstrated experience in planning and coordinating administrative and logistics management services;
  • Proven experience in engaging and communicating with government authorities or their representatives
  • Proven experience in ensuring cost-effectiveness of services delivered within a project
  • Demonstrated experience ensuring the effective management and internal monitoring of project progress and results
  • Demonstrated experience in resolving project issues and problems as they arise,
  • Ability to work effectively in a dynamic team environment (working both independently and as part of a small team); and
  • Curious, enthusiastic and willing to innovate and adapt.

Language

  • Professional proficiency in Spanish, and English/French (oral, reading, writing)
