Position Summary Information

General Summary

TheContracting Technical Representative ( CTR ) is designated and authorized by the Chief Procurement Officer to serve as the communications liaison between departments’ personnel responsible for managing contracts (e.g., contract manager, assistant contract manager, project manager, etc.) and the Procurement Office. This position is the onsite or embedded direct representative of the Procurement Office to operations including engineering, general services, production, customer service, information technology, and other departments.

Essential Functions

  • Assists with contract planning

  • Collaborates with stakeholders in preparing the statement of work ( SOW ) and other terms and conditions of a solicitation

  • Advises on or determines a need for a product or service

  • Reviews technical requirements of the product or service

  • Reviews and analyzes risk (low, medium, high) as appropriate

  • Conducts market research to establish requirements and identify the marketplace for goods or services

  • Provides technical information to assist in determining the contract type and level of competition

  • Reviews independent cost estimates ( ICE ) to ensure estimated costs are within budget and appropriate for the effort

  • Plans the technical aspects of the proposal evaluation process and assists in developing evaluation criteria

  • Works closely with stakeholders (e.g., contract managers) to resolve irregularities or other problems in the procurement process

  • Collaborates with stakeholders (e.g., contract managers and compliance manager) to monitor supplier’s compliance with deliverables as well as monitoring progress reports and work plans

  • Assists with changes and modifications;

  • Advises on need to issue change orders and modifications

  • Performs a technical review of contractor-proposed changes

  • Works closely with the Office of Supplier Diversity and Inclusion ( OSDI ) to ensure minority business enterprise ( MBE ) and small local business enterprise ( SLBE ) goals are properly established on all assigned projects

  • Provides technical details, assistance, and guidance for procurement-related actions (e.g., contract closeout)

Other Functions

  • Assists in updating WSSC Water’s procurement policy and operating procedures involving the integrity of the contract process and enforces compliance with the guidance contained therein

  • Represents the procurement office in technical meetings

  • Handles special assignments and projects as necessary

  • Maintains a thorough understanding of the requirements of an assigned contract

  • Assists with and conducts procurement-related training

  • Performs other related duties as required

Required Knowledge, Skills, And Abilities

  • Advanced knowledge of the principles and practices of public procurement, including contract law, regulations, accounting principles and cost analysis techniques, and administrative management

  • Experience in developing solicitation requirements

  • Experience in leading cross-functional teams across an organization to initiate, plan, and execute complicated, multi-threaded strategic and technical projects to successful completion

  • Knowledge of engineering, production, utility services, IT, or staff functions

  • Strong organizational and project management skills

  • Knowledge of analytical techniques (continuous improvement) to conduct studies, analyze findings, and make recommendations concerning effectiveness, efficiency, and productivity

  • Knowledge of contract administration principles and practices necessary to monitor contractor performance and resolve disputes

  • Excellent interpersonal skills are required to manage relationships within WSSC Water and with suppliers and/or subcontractors

  • Ability to manage and coordinate multiple contracts concurrently

  • Knowledge of purchasing information technology and automated data processing applications

  • Ability to work under pressure, meet deadlines, and adjust to changing priorities

  • Ability to write clear and concise reports, memoranda directives, and letters

  • Ability to effectively communicate and make presentations to a wide variety of audiences

  • Ability to establish and maintain effective working relationships with senior management, private contractors, and procurement staff personnel

Minimum Education, Experience Requirements

  • Bachelor’s degree in business administration, contract management, supply chain management, engineering, or a related technical curriculum

  • 4+ years of experience in an engineering, finance, operations, procurement, or supply chain management office with experience administering complex contracts

OR

  • High School diploma or equivalent

  • 8+ years of experience in an engineering, finance, operations, procurement, or supply chain management office with experience administering complex contracts

Additional Requirements

Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter.

  • Certified Purchasing Manager ( CPM )

  • Certified Professional in Supply Management ( CPSM )

  • Certified Professional in Supplier Diversity ( CPSD )

  • Certified Public Purchasing Officer ( CPPO )

  • Certified Public Purchasing Buyer ( CPPB )

  • Certified in Production and Inventory Management ( CPIM ), designation as a Federal Government Acquisition Professional certified to Level II, or equivalent

  • History of providing quality and timely contract management and administration

  • Coursework in procurement, supply chain management, contract administration, negotiations, cost and price analysis, advanced construction, contract management, and contract law

Salary$82,732 – $140,868
