Main objective
As a member of the team, the incumbent will provide services to financial professionals and will be responsible for managing the full delivery of specialized financial management support services. The incumbent will work in an efficient, effective and client-oriented manner to perform a variety of actions related to the Office’s financial operations. The incumbent will ensure proper application, interpretation and adaptation of established rules, regulations, policies, procedures and guidelines in the field of finance; assess and anticipate needs, determine priorities and provide ideas for improving the design of financial services and related processes.
The post holder will work under the supervision of the Finance Officer. This supervision will focus on facilitating the delivery of services and reviewing the impact of agreed results. The objective of supervision is to ensure that work is done in a coordinated and integrated manner with related services and is completed within the established timeframes. Assigned tasks will be carried out with minimal supervision, as the post holder will have a high degree of autonomy to implement and evaluate the services of the work unit. Work will be reviewed for the feasibility of recommendations and the impact of final results.
Work relationships
- Internally, the incumbent will be in contact with relevant staff and managers in field offices, project sites and headquarters to request support and cooperation, and to provide advice on how to resolve complex financial issues in compliance with applicable regulations. Contacts will also allow coordination of activities with other units for the provision of interdependent services.
- Externally, the incumbent will primarily liaise with service providers, banks and counterparts in UN agencies and other international organisations to coordinate and resolve outstanding issues and seek opportunities for synergies and process improvements that aim for quality and cost-effectiveness.
Key Functions and Responsibilities
- Assume responsibility for the timely completion of specialized financial support services, ensuring compliance with applicable financial rules, regulations, policies, procedures and standards. Evaluate and monitor the delivery of financial services to ensure optimal execution.
- Carry out and verify analytical reviews of narrow issues and trend analyses of specific types of activities, including projects funded by extra-budgetary resources, ensuring that they are properly authorised and have all necessary supporting documentation, and check for fraudulent documents and transactions. Prepare analytical financial reports, for the purposes of account maintenance and budgetary control, to be submitted to the supervisor for review, including reports on financial position, procedures, exchange rates, costs and expenditure and potential funding problems.
- Act as expenditure controller for the Office, where appropriate.
- Ensure that the various financial, budgetary and accounting records and documents are complete and that transactions are consistent and completed. Participate in the annual closing of accounts and ensure that this is carried out in accordance with applicable regulations and procedures. Keep track of the Office’s monthly bank reconciliations.
- Conduct audits of accounts and analyse information from multiple sources for financial assessments. Monitor as appropriate. Monitor and provide information and guidance on the use of resources for the purposes of preparing reports for donors and other funding parties.
- Verify, monitor, analyse and comment on financial transactions carried out by the office(ies) concerned, using a sampling system, and ensure their general compliance with applicable regulations. Keep management informed about the internal control process for financial and administrative activities and propose solutions as necessary.
- Assist in the follow-up of internal audit recommendations and draft responses to external audit queries and observations for review by the supervisor.

- Keep abreast of evolving rules, regulations, policies and procedures and other financial developments and provide guidance and training to team members and staff to develop their knowledge. Inform and provide guidance to financial support staff on budgetary and accounting matters and on the application and interpretation of applicable financial rules, regulations, policies and procedures in following up on internal audit recommendations and draft responses to external audit queries and observations for review by the supervisor.

Requirements
- Training
- Completed secondary education. Training in accounting or finance.
- First-level university education (complete university studies) in the area of Accounting and postgraduate studies or master’s degrees in the area of Accounting and/or Auditing will be valued.
Experience
- A minimum of seven years’ work experience in operational or administrative support roles, with the majority of that period spent providing support services to financial operations. Experience working with an enterprise resource planning system, particularly with finance modules.
- Professional experience in Finance and/or Accounting in leading multinational companies, large accounting or auditing firms will be valued as an advantage.
Languages
- Excellent command of Spanish and practical knowledge of English.
