Main purpose of job:
The primary purpose of the Property Management Manager is to facilitate the acquisition and management of leased properties for UK-based staff and their families. This role involves comprehensive post-hiring support, focusing on market behaviour to ensure optimal property acquisition, lease management, and landlord relationships. The position requires a strategic approach to lease renewals, de-leasing processes, and compliance with legal and organizational guidelines to maintain effective housing solutions. Additionally, the officer acts as a key liaison between the organization and property owners to ensure seamless communication and negotiation, aiming to achieve value for money (VFM) savings and uphold the highest standards of property management. To manage contracts related to property refurbishment and managing work request for leased post hiring properties.
Roles and responsibilities / What will the jobholder be expected to achieve?
Lease Management and Landlord Liaison:
- Provide comprehensive post-hiring support to UK-based staff and their families, with a focus on understanding market behaviour for property acquisition.
- Ensure timely renewal of all leases, accurately record terms, conditions, and rentals, and ensure prompt rent payments to avoid disputes and achieve VFM savings.
- Obtain necessary permissions from property owners for installations and modifications.
- Manage the de-leasing of properties based on recommendations from the post housing committee, maintaining lease records on PLANON with rent schedules.
- Coordinate with the legal advisor to ensure all documentation complies with FCDO guidelines and local legal obligations, minimizing litigation risks.
Property Shortlisting and Compliance:
- Apply thorough knowledge of the real estate market, transaction processes, and regulatory requirements to shortlist properties meeting BHC compliance and health & safety standards.
- Advise the Head of Estates on leasing and documentation issues.
- Scrutinize and verify property ownership documents to ensure legal compliance for BHC staff accommodations.
Lease Cycle and Documentation Management:
- Follow up consistently during lease cycles to maximize renewal cost savings and ensure landlords fulfil contractual obligations.
- Upload and maintain all lease details on PLANON for effective tracking and auditing purposes.
- Liaise with legal advisors on ownership and title documents to ensure accuracy and compliance.
Advisory and Forecasting:
- Provide expert advice to regions and posts on property matters and issues.
- Maintain lease files and documents for audit purposes.
- Forecast rental trends and manage the number of properties leased or released to align with organizational needs.
Contract Management and Budget Forecasting:
- Managing various contract, such as refurbishment contracts, for legal consultancy services, etc.
- Forecasting annual budget for contract spend on refurbishment works and reviewing it on a regular basis. Monitoring monthly budget spent on various activities which includes timely invoicing of purchases and services. Updating finance team on the budget forecast/spent and any associated deviation.
- Preparing scope of works and tender documents for short and long-term contracts related to property management.
Backup and Cross-functional Coordination:
- Serve as a backup for the Accommodation and Furnishing Officer.
- Planning and working with colleagues to ensure refurbishment works and setting up of the BHC residential properties is completed on time for moving UKB staff/families directly to their allocated properties on their arrival at post. Ensure all BHC properties are prepared as per FCDO standard.
- Provide inputs to civil team in property refurbishment, key projects and escalations.
- Reporting to helpdesk on all off-compound residential request.

- 5 years of Customer Service Experience- Preferably in Diplomatic Mission, Hotel or any other International Organisation.
- Team Management Experience

For British High Commission candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC Candidates, salary will be all-inclusive of INR 75,359 month plus 12% Provident Fund and 6% Superannuation.
Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family which includes self, spouse/partner and children up to an age of 23 years and irrespective of age, only if with, physical or mental disability.
Please note – Provident Fund Transfer in and out from EPFO is not possible as BHC PF is managed by a private PF trust governed by Indian Income Tax Act, 1961. The staff still has the option to transfer out and in from a privately held PF trust which are not governed by EPFO.
No relocation or any other related costs or assistance will be provided.
Please note – BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, e.g., some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
