Description of the Assignment:
The overall objective of the consultancy is to assist the CSO in the preparation of the NSDS. The NSDS will:
- contribute to inform policy decisions and strategies by providing a coherent system for the definition of baselines and measuring of development progress and trends;
- Take into account all national, sectoral, regional and international data needs, including the international development agendas monitoring (SDGs, Agenda African Union 2063 Agenda, etc.);
- Encompass data production, analysis and use, and address related issues;
- Involve all statistical production units and provide a framework for linking the various sectors;
- Provide a coherent framework for multilateral and bilateral assistance;
- Integrate ongoing activities and take advantage of the experience accumulated by other countries;
- Draw on best practice in organizational and management development.
SCOPE OF WORK/TASKS
The following are the details of the work to be carried out:
- Carry out a diagnosis of the NSS, in particular with regard to:
- The institutional and organizational framework,
- NSS structures, and
- NSS performance through an analysis of strengths, weaknesses, opportunities and threats.
- Define the missions, values and vision of the NSS, including NSDS purpose and objective, NSS mission, NSS values and NSS vision.
- Develop the strategic priorities of the NSDS and the resulting operational objectives.
- Develop the NSDS action plan based on strategic priorities and operational objectives.
- Define NSDS management and implementation mechanisms.
- Prepare and facilitate the NSDS draft workshop validation.
- Develop the final NSDS taking into consideration the workshop recommendations.
- Have at least a master’s degree in Statistics, Economics or related fields or equivalent work experience.
- Extensive knowledge of the NSDS framework.
- Experience on NSDS/statistic strategy planning work, NSDS assessment/ evaluation in developing countries.
- At least 10 years of work experience in official statistics, with knowledge of the work of national statistics offices, strategic planning on statistics, statistical indicator systems, etc.
- Working knowledge of the Eswatini statistical system or another similar country statistical system in Africa.
- Good analytical, writing, and presentation skills and fluent in reading, writing, and speaking English.
