Job Purpose:

  • In a highly complex operating environment, Programme/Technical Officer-PD will play a key role in contributing to the prioritization and effective management of UNFPA interventions in the areas of PD/Data.
  • You will facilitate the delivery of PD/Data workplans, the appropriate application of systems and procedures, and provide information on achievement of results in the implementation of the workplans.
  • He/She will be expected to closely work with counterparts from diverse backgrounds and create alliances and leverage partnership to advancing UNFPA’s mandate.

You would be responsible for:

Programmatic and Technical support

  • Provide technical assistance and training to strengthen technical capacity of statistical offices, research institutions/academia, population and planning departments in population data and demographic analysis, including data/evidence utilization. 
  • Assist the BoS/PBS and other relevant line departments in demographic analysis and population projection for evidence-based planning and budgeting.
  • Support in developing evidence-based policy papers and briefs on key emerging demographic drivers in the province and provide inputs for policy dialogue, technical assistance, and coordination and development frameworks.
  • Assist and facilitate the planning and implementation of PD/Data component and provide technical support under his/her responsibility in the programming process, implementations and results monitoring.
  • Liaison and maintain good communication with all UNFPA partners and provide technical guidance for the effective program implementation. 

Support in the development and implementation of results-based indicators, monitoring and evaluation plans and of necessary follow-up.

  • Participate in field missions related to trainings, planning, monitoring, and evaluation assistance to PD/Data programme initiatives at provincial/regional levels. 
  • Assis the Program Lead (PD) and provide substantive contributions towards programme baseline, evaluation studies, and other relevant research undertakings under the PD/Data components.
  • Assist in identifying capacity building needs of the partners, identify sources of knowledge and support in developing strategy to meet the needs.

Supporting strategic coordination and knowledge management efforts relevant to UNFPA Pakistan CO outcome areas 

  • Remain knowledgeable and up to date on technical and implementation issues that relate to population and development, sexual and reproductive health, and gender; Support coordination efforts including governmental and non-governmental partners.
  • Assist in documentation including developing minutes of meetings/consultations, review analytical reports, drafting progress and implementation reports etc.
  • Assist in analyzing lessons learned and good practices, ensures an open exchange of best practices/lessons learned with Program management, CO staff, and partners under the guidance of Program Lead (PD). 
  • Contribute and assist in developing materials for advocacy, UNFPA website and for resource mobilization Programme Management Support:
  • Assist Program Lead (PD) in providing programmatic support in managing workplans, budget, tracking of implementation and reporting. 
  • Assist in monitoring of financial implementation of the PD Workplan’s activities, implementation rate and bring areas of concern to the attention of Program Analyst–PD.
  • Undertake any other tasks relevant to the PD/Data as required by the Program Lead-PD.

Qualifications and Experience: 

Education:  

  • Master’s degree or equivalent in Population Studies, statistics, demography, economics, or other related field.

Knowledge and Experience: 

  • 2 years of experience in population, data programmes or any other data relevant field.
  • Strategic and operational field experience in population policy and planning, provision of technical advice, national capacity development and management of data, surveys, and research.
  • Demonstrated experience in programme/project planning design, follow up, monitoring and evaluation.
  • Strong results-based management skills.
  • Knowledge and experience in the area of CRVS would be an advantage.
  • Excellent writing, communication presentation and computer skills.

Languages: 

  • Fluency in English is required. Working knowledge of other UN languages would be an asset.
