The MEL/DM Officer will co-lead in developing and maintaining the Management Information System (MIS) and will assist with the implementation of the MEL activities. This person will ensure the data quality processes at municipal level and monitor the progress of the project achievements via Power BI dashboards. The MEL/DM Officer may collaborate with the assessments, research, and evaluation related activities throughout the implementation. The MEL/DM Officer will report to the MEL Director and will work closely with Winrock’s MIS HO staff, local technical staff, and implementer partners at municipal level. 

Essential Responsibilities:

  • Under the MEL Director guidance, support in the effective implementation of the MEL plan and managing the MIS.
  • Collaborate with Winrock’s MIS staff in developing the MIS designed to the project’s purpose.
  • Support and maintain MIS (KobolToolBox, MS-SQL server, and MS-Access) and dashboards (Microsoft Power BI).
  • Ensure routine data is entered into the MIS and guarantee data quality verification.
  • Support the MEL Director to ensure output level indicator data is populated in the MIS, indicator tracking tables accurately reflect progress, and data is available for quarterly reporting to the donor.
  • Support MEL activities such as tools and procedures design, data collection, data quality assessments, collecting success stories, and capturing learning information.
  • Support the capacity building of the project staff and implementer partners to guide the use of MIS and the MEL processes and tools.
  • Provide supportive supervision and on-the-job training to partners.
  • Provide support for internal and external assessments, evaluations, and other learning studies throughout the implementation, including the Gender, Equity, and Social Inclusion (GESI) assessment.
  • Conduct regular field visits at municipal level to verify the data entry, quality control, safeguarding of the information and databases, among other MEL/MIS activities, and provide supportive feedback to the MEL Director about findings.
  • Support Collaborating, Learning, and Adapting (CLA) activities.
  • Any other tasks assigned by the MEL Director.

Position Qualifications:

Education:

  • Bachelor’s degree in management information systems, data management, computer science, statistics, or other related field.

Experience and technical skills:  

  • Minimum of three (3) years’ experience in SQL Server. Knowledge of MS Access is a plus.
  • Experience designing and rolling out mobile data collection tools (e.g., KoboToolbox or another similar) and providing basic input into the design of MIS for data management and visualization.
  • Proficiency in databases or statistical software (SQL, Power BI).
  • Proficiency in Microsoft Office (Excel, Word, Power Point).
  • Strong communication skills, both oral and written, with fluency in English and Spanish is required.  
  • Excellent time management and organizational skills are required to work under tight deadlines.
  • Familiarity with climate change or clean energy and environment topics (desirable).
  • Knowledge in both quantitative and qualitative data collection, data quality, and data collection tools design.
  • Experience working with international NGO and/or international donors preferred, especially USAID.
