Key responsibilities include reviewing information associated with building permit applications, issuing building permits, and providing information to the development community and the general public about building-related matters.MAJOR RESPONSIBILITIES: * Reviews all plans and drawings and all other information submitted in association with building permit applications, within the context of the requirements of the Ontario Building Code and all other applicable law.

  • Reviews building permit applications for compliance with the Zoning By-law and makes basic zoning interpretations.
  • Makes determinations with respect to building permit applications; issues permits or responds appropriately to applicants regarding non-issuance of permits.
  • Assumes responsibility for building permit applications until the permit is issued or the application is cancelled.
  • Provides information to the development community and the general public on matters relating to buildings.
  • Performs building inspections and obtains compliance with the Ontario Building Code, when required, in order to address work load issues within the Building Section’s Inspections Unit.
  • Compiles information and maintains databases.
  • Assigns new street addresses.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:Education/Experience:

  • Diploma in architectural technology together with a minimum of three years’ experience working with the Ontario Building Code in building design, or a diploma or degree in a directly related field together with a minimum of five years’ experience working with the Ontario Building Code in building design; or
  • Equivalent combination of education and experience.
  • Successful completion of the Ministry of Municipal Affairs and Housing examination program relating to “General Legal”, “Small Buildings” and “Large Buildings”.

Skills/Abilities:

  • Must have a detailed knowledge of and experience working with the Ontario Building Code
  • Ability to deal with the public in a courteous and tactful manner

Assets:

  • Knowledge of software applications used by the Building Section

CONDITIONS OF EMPLOYMENT:

  • May be required to travel to various work locations and provide own transportation
  • Successful completion of the Ministry of Municipal Affairs and Housing examination program relating to the following categories of qualifications: “Building Services and Building Structural” within 18 months and “Complex Buildings” within 30 months from the commencement of employment as a Plans Examiner
  • Remain appointed in the qualifications necessary to execute the listed major responsibilities pursuant to the requirements of the Building Code Act and regulations made there under
  • Remain proficient in the application of the Ontario Building Code, its technical requirements and its objective-based principles, reference standards, the City’s Zoning By-law, and all other applicable law
  • Abide by the Code of Conduct established for building officials under the authority of the Building Code Act
