Summary The Office of Inspector General is an independent office within the EPA that helps the agency protect the environment in a more efficient & cost effective manner. We perform audits, evaluations, & investigations of the EPA to promote economy, efficiency, and to prevent and detect fraud, waste and abuse. Responsibilities This position offers the opportunity to work in a maximum telework capacity as authorized by the agency. This position is located in the Office of Mission Support, Control Center (CC) of the U.S. Environmental Protection Agency, Office of Inspector General. The incumbent functions as an expert advisor to all EPA OIG staff on the development, coordination, and implementation of a very broad range of cross-cutting OIG resources management programs and services, such as (but not limited to) organizational resource management requirements, OIG emergency preparedness (continuity of operations program oversight/administration), and facilities/space. Major Duties The ideal candidate will perform the following duties: Oversees the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs in relation to facilities, property, COOP, and space utilization. Exercises the full range of supervisory and managerial duties for subordinate personnel. Manages and directs professional staff to accomplish program and facility objectives. Oversee facilities management, services, and programs for EPA OIG and provides direction and oversight for the full lifecycle management of property in multiple locations across the EPA OIG. Direct the maintenance and repairs of facilities for feasibility, adequacy, and compliance with regulations. Exercise technical oversight of all OIG locations and provides subject matter expertise for all aspects of space allocation & utilization. Requirements Conditions of Employment You must be a U.S. citizen. Background Investigation Required. This is a Public Trust Position. Employment in this position requires a background investigation. Depending on your status, this position may require serving a 1-year supervisory probationary period. You must meet time in grade requirements within 30 days of the closing date of this announcement. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Oversees the full lifecycle of property management to include alignment, tracking, surplus, and disposal. 2) Reviews and prioritizes facility requests for validity, necessity, conformance, and prioritizes requirements. 3) Provides in-depth analysis to advise and implement strategies that maximize space utilization and space changes impacting multiple locations and personnel. 4) Procure and contract building and maintenance supplies, equipment, or furniture.
