Main purpose of job:
Provide technical health advice to shape FCDO’s bilateral and centrally managed health programmes, as well as influence key stakeholders in government and partners, ensuring that decisions are evidence based and meet the considerable reproductive, maternal, newborn, and child health (RMNCH) needs in South Sudan.
Roles and responsibilities:
As a Health Adviser in British Embassy Juba the jobholder will work on the UK’s new health programme and the World Bank led Health System Transformation Project providing technical advice on RMNCH interventions, driving progress on outcome targets, and drawing out key learnings as the programme continues. The adviser will guide the design and implementation of the health programme with the aim of delivering tangible improvements in quality of care, integration of health and nutrition, community health service delivery, supply chain management, human resources for health, health financing, health information, and infectious diseases (emergency preparedness and response). The jobholder will also be expected to:
- Develop key learning materials and engage on evaluations and reviews of health sector support. This will include a programme completion report on the UK’s previous investment in the Health Pooled Fund 3 (HPF3) programme, that can be used to shape future programming.
- Provide technical advice on disease outbreaks in South Sudan liaising with the International Community and across HMG on preparedness and response.
- Provide high quality technical information and advice in a timely manner for briefings, communications pieces, analyses, case studies, results data, and findings from field visits.
- Participate in external health fora and engage with key health partners to improve delivery of FCDO health programmes. This includes maintaining regular interaction with the Ministry of Health, management organisations of programmes, NGO implementing partners, civil society organisations and participating in key technical working groups and coordination fora.
- Ensure that centrally managed programmes (CMPs) support meeting RMNCH needs in South Sudan.
- Contribute to the thought leadership of the Embassy and wider FCDO Health Network on health and other intersectional issues (climate, protection etc.).
- Proactively contribute towards corporate priorities and the development of a strong and supportive team culture, with respect for diversity.

- A multi-million pound and multi-year UK health services delivery and systems strengthening programme.
- Engagement with multilaterals and a range of centrally managed programmes including WISHDividend and Ensuring Quality Access and Learning for Mothers and Newborns in Conflict-Affected Contexts (EQUAL).

Learning and development opportunities:
FCDO staff are required to develop their personal learning and development plan. Health Advisers are encouraged to apply for accreditation to the FCDO Health Cadre and to commit 10% of their time to supporting a one-off assignment in another country or thematic health area per year. It may be possible to travel as part of this, but this is not a requirement. Health Advisers are also required to identify a Technical Quality Assurer from within the Health Cadre to mentor and support in their technical skills and knowledge.

UK Objectives
We want to see a South Sudan that is more stable, with reduced levels of conflict throughout the country and reductions in food insecurity and poverty, and increased resilience to shocks and stresses. We want to see the Government of South Sudan use more of its own resources (including oil revenues) to deliver essential services to its people.
British Embassy Juba (BEJ)
BEJ is a mid-sized post with around 80 staff. We draw on the expertise, mandates and advice of East Africa Department including the Sudan and South Sudan Envoy, regional posts (Nairobi and Kampala in particular) and missions in New York, Washington and Geneva.
To deliver BEJ objectives in South Sudan, our political, development and humanitarian experts develop joint analysis and policy and deliver jointly on objectives across the full range of BEJ priorities. The deeply entwined political, humanitarian and development challenges require us to fully exploit our diplomatic and development expertise in both strategy and delivery.
We are organised into 5 teams:
- Delivery Excellence (DelEx) – responsible for providing strategic oversight, coordination, quality assurance and compliance across BEJ programming, influencing and policy work to support delivery and monitoring of the Country Plan
- Essential Services Team (EST) – responsible for delivering policy and programming aimed at improving provision of essential services, with a focus on Girls Education and ending preventable deaths.
- Humanitarian and Livelihoods Team (HLT) – Focussed on delivering lifesaving humanitarian assistance and resilience building work, influencing the in-country humanitarian architecture and leading on BEJ’s climate resilience activity.
- Building Stability and Open Societies (BSOS) – responsible for political, economic, conflict and social development advice and analysis as well as peacebuilding, governance and GBV programming.
- Corporate Services Team (CST) – responsible for running the platform, non-programme finance, transport, security, IT, protocol and estates.
