DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla). urban centers (Bogota and Cundinamarca), and Caqueta. In 2021, DRC opened field offices in the South Pacific coast in the department of Nariño and Northern Colombia in Norte de Santander and Bolivar.

Position’s Objectives:
Under the direct operational and technical supervision of the Operations Manager, the TFM is mainly responsible for leading the implementation of the specific objectives of the DRC HDP program in the different municipalities assigned in the Colombian territory, including clearance, non-technical surveys, EOD and community liaison.
To fulfill the tasks and objectives of the position, the TFM will be responsible for the management and supervision of various operational teams.
Additionally, the TFM will support DRC HDP in the development of the training and qualification plan.

Responsibilities:
Implement Mine Action tasks designated from the DRC HDP Management in his/her AOR:

  • To perform and maintain a global risk assessment for his/her AOR and specific for each of the tasks.
  • Develop and implement Intervention/Operations Plans in their AOR, in line with strategic planning and risk assessment, for Clearance/EOD and Non-Technical Survey operations, in addition to EORE teams planning.
  • Assign, lead and supervise resources/teams under his/her charge to conduct Intervention/Operations Plans or EORE planning.
  • Ensure through supervision and technical support that the demining teams execute their tasks safely, in compliance with the Standard Operating Procedures (SOP), the Generic Operating Procedures (GOP) and the Colombian technical standards for comprehensive anti-personnel mine action (NTC-AICMA).
  • Advise the Operations Manager in the establishment of the technical response capability to fulfill the Mine Action tasks assigned to DRC.
  • Serve as a technical reference when the complexity of the task exceeds the capabilities of the personnel supervised by the TFM.

Recruitment, Training and Human Resources:

  • Support the training processes of the operations personnel under his/her charge.
  • Identify training opportunities and propose them to the Operations Manager for the improvement of operational efficiency and professional development of the staff.
  • Organize and conduct training: Clearance, Team Leaders, Supervisors, NTS, EOD, EORE, retraining, etc.
  • Ensure that personnel are adequately trained, equipped and aware of the scope of their duties.
  • Ensure that training documents/plans and working documents are in line with the SOPs and the NTC-AICMA.
  • Assess the performance of the personnel in charge.

Guarantee and perform the Internal Quality Assurance of the equipment:

  • Ensure that activities are implemented with a high level of quality, making use of the internal quality assurance methodology defined by the SOPs and quality management manual of the organization.
  • Report non-conformities to the Operations Manager and recommend corrective actions.
  • Pursue continuous improvement of DRC operations in terms of efficiency and safety, in coordination with the Operations Manager and supported by the technical support team.

Logistics and resources:

  • Establish and monitor the input levels of the different field kits, centralizing the purchasing processes.
  • Ensure that equipment and resources are used appropriately and an adequate maintenance plan is implemented.
  • Support the logistics team in the identification and purchase of required materials, following DRC logistic processes.
  • Make the necessary purchase requests for operational equipment.
  • Review and approve purchase requests made by operations teams.

Report:

  • Consolidate and review the operations reports of his/her teams, submitting the relevant operations reports in a timely and appropriate manner, ensuring the accuracy and consistency of the information.
  • Monitor progress indicators to the project objectives, reporting any uncorrectable deviations in a timely manner.
  • Submit to the Operations Manager a weekly report including recommendations and lessons learned leading to continuous improvement.
  • At the end of the assignment the TFM will prepare an end of mission report.

Cross-cutting responsibilities:

  • Attend special trainings upon request.
  • Represent the Operations Manager at meetings or events when requested.
  • Any other relevant duties as assigned.

By the responsibilities described above, it is understood that this is a Responsibility, Trust and Management position.

Profile requirements – Education and Skills:

  • Proficiency in the Spanish language (verbal and written).
  • EOD 3 international
  • 3 years of experience in humanitarian mine action; or 5 years accumulated relevant experience in similar positions.
  • Demonstrable experience in humanitarian mine action operations and IMAS.
  • Experience in team leadership and training.
  • Demonstrable experience in project management.
  • Good knowledge of computers and data acquisition.

Desirable:

  • Advanced Military EOD qualification (IMAS 3+ or equivalent).
  • Experience in IEDD or High Risk Search operations.
  • Knowledge of Geographic Information System (GIS).
  • Professional proficiency of the English language.
  • Experience working with ethnic communities.

Skills:

  • Ability to handle sensitive and confidential information.
  • Communication and organizational skills.
  • Ability to work in remote and complex environments.
