WASH Cluster Coordinator – Bicol (Filipino Nationals Only)

Provide WASH cluster coordination support and capacity building support to WASH stakeholders and providing solutions to information and knowledge management support functions in Bicol Region.

Key activities in your role will include

Objective 1: Strengthening the Sub-National (Regional) WASH Cluster Coordination

  • Ensure accurate and timely reporting to HCT, EOC and other key stakeholders to maintain and update information and database on all current and potential WASH partners,
  • Ensure regular updating of WASH cluster website in coordination with OCHA and UNICEF
  • Regularly update partners by providing reliable and good quality information to support their planning, response and early recovery activities;
  • Analyze and update stakeholders on WASH strategy and HNP targets vs achievements
  • Monitor relevant information sources (such as the NDRRMC, DSWD, DOH, OCHA and others) and forward to partners important and relevant content and provide coordination support to the respective provincial EOCs on WASH and ensure alignment of service aligned with the sector response plan and eliminating duplication of efforts.

Objective 2: Maintaining coordination strategy that includes assessment, monitoring and reporting systems for the WASH Cluster.

  • Ensure that all the humanitarian partners from government, international non-government humanitarian organizations, local civil society and communities are knowledgeable about the WASH Cluster Information Management Strategy in Emergencies and use of common tools such as the inter-cluster assessment tools, the 3W tools and other relevant tools.
  • Facilitate strategic decision-making through coordinating needs assessments, analyzing gaps and identifying solutions for issues like duplication and cross-cutting challenges.
  • Facilitate active and timely contribution/support to all WASH Cluster partners in support of assessment, monitoring and reporting systems and identify key information gaps that need to be addressed by the WASH Cluster Partners.
  • Identify and train WASH information focal points from among humanitarian partners in government and non-government organizations in providing accurate, good quality information to the WASH Cluster.
  • Ensure updated resource mapping of WASH Cluster partners.
  • Maintain coordination and report directly to designated staff at UNICEF WASH sections on technical related issues
  • Maintain a database of all meeting minutes, technical notes, policy guidelines and other WASH cluster resources.
  • Ensure that partners are aware of the availability of these resources and can access the information and database maintained by the WASH Cluster.
  • Generate feedback and recommendations on the continuous improvement of the information management system.

Objective 3: Establish and maintain an efficient and effective communication system between and amongst the WASH Cluster members, especially during emergencies.

  • Ensure that a good and reliable communication system between the WASH Cluster partners is in place.
  • Monitor implementation of cluster response plan and evaluate performance by tracking activities, measuring progress, and recommending corrective actions as needed and Advocate by identifying key concerns, sharing messages with stakeholders, and advocating for Cluster members and affected communities.
  • Ensure timely update of information and analysis to WASH Cluster Humanitarian partners as inputs to cluster response and ensure that all humanitarian partners regularly contribute quality reports on the information required by the WASH Cluster

Objective 4: Provide support in the implementation of the strategies and workplans that will be identified and developed by the WASH Cluster

  • Support the region or province in coming up with a response plan by setting sectoral objectives, adhering to standards, and clarifying funding needs for humanitarian proposals and ensure that there is proper dissemination of cluster plans and strategies to the relevant partners.
  • Facilitate the coordination of the regular monitoring reports of the partners against the targets identified in the workplans
  • Build local capacity in preparedness and contingency planning to enhance response effectiveness, using current experience from the disaster and building on existing systems and plans
  • Create a venue and/or mechanism for affected population to be involved in decision-making and address their complaints about the assistance received

Objective 5: Contribute to a knowledge management and sharing system to the WASH Cluster

  • Document discussions on the Lessons Learned Workshops being facilitated by the WASH Cluster Coordinator
  • Support the preparation of a Lessons Learned Document Report on the Emergency Response, including recommendations for early recovery and WASH sector development initiatives in the region

Objective 6: Technical department Staff Management, Mentorship, and Development

  • Manage, oversee and coordinate with the IM officers assigned to support WASH cluster coordination in Camarines and Catanduanes province and conduct regular performance evaluations
  • Contribute to capacity strengthening and professional monitoring of the IM officers
  • Ensure Information Management Officers are providing adequate and timely support to cluster coordination through planning, field visits and ensuring the documentation and follow-up of action points
  • Ensure Information Management Officers comply with Actions Against Hungers Policies (CoC,SG, PSEA, HR, Logistics, Security, among others

Do you meet the profile required criteria?

  • University degree in public health, health sciences, environmental or sanitary engineering or related field.
  • Extensive experience in coordination and implementing information management systems for end users, and technical knowledge in the development of such systems.
  • Relevant course/education in health-related course, including environmental or sanitation engineering
  • Public Health and WASH
  • A minimum of five (5) years of progressively responsible experience in the field of information management system for a humanitarian agency (preferably the UN and in particular UNICEF).
  • A minimum of five (5) years of progressively responsible experience in rapid response and humanitarian coordination.
  • Fluency in English
  • IT systems: Power BI, Share Point, MS Office, Powerpoint and Excel
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
