OBJECTIVES OF THE PROGRAMME
Unitaid is a multilateral partnership hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyzes improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e., preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reduction improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.
DESCRIPTION OF DUTIES
Under the supervision of the Director of Finance & Administration, the incumbent will carry out the following assigned duties:
Workforce Strategic Planning and succession planning:
- Consult Team Directors and develop and implement workforce plans that align with the objectives and goals, ensuring optimal utilization of human resources to meet organizational needs.
- Provide advice in job design and classification, ensuring accurate and equitable placement of positions within the organizational structure.
- Provide guidance on appropriate contract types and facilitate the negotiation and implementation of special agreements as needed.
- Take the lead on various HR-related actions and topics, advising, executing, and translating workforce plans into actionable strategies that support the achievement Unitaid’s objectives.
- Collaborate with management to identify, attract and retain talent within Unitaid, ensuring a robust succession planning process to support continuity and staff development.
Talent Acquisition:
- Lead and support recruitment and selection processes for the assigned teams, ensuring the attraction and retention of high-caliber professionals.
- Administer selection procedures for fixed-term and temporary staff, advising staff members at all levels of relevant rules and regulations, procedures and practices.
- Serve as an HR Representative on selection panels and ensure there is an adherence to confidentiality and emphasis on a transparent, consistent process and on promoting organizational diversity and mobility policies as an organizational priority.
- Review vacancy announcements for consistency and adherence to the Organization’s policies, develop and review screening questions in close collaboration with the hiring manager.
- Work closely with hiring managers and recruitment assistants to establish key activities and agree on schedule and tools for the selection process to ensure an efficient and fast process.
- Screen and assess applications, ensuring that only candidates who meet the minimum requirements are long/short-listed.
- Develop and review interview questions, proposed presentation tasks, technical questions and tests proposed by the hiring manager for appropriateness and relevance to the job and may also be involved in developing the same.
- Review proposed long/shortlists to ensure that the evaluation criteria are in line with the vacancy announcement and advise the hiring manager and panel members on any inconsistencies.
- Draft selection reports ensuring that all steps of the process are well documented, and the selection file is compliant with the Organization’s policies.

- Advise on entitlements and benefits, ensuring compliance with WHO policies and regulations, and contribute to the development of competitive and equitable compensation packages.
Performance and Career Progression:
- Provide support to the assigned teams with performance management, career progression, and professional development of staff, fostering a culture of continuous improvement.
Staff learning and Development:
- Conduct research and skills gap analysis as necessary and provide support to staff on Learning and Development.
- Liaise with the CDL/HQ team and training providers and organize corporate training for Unitaid staff at all levels.
- Collaborate with the Culture and Ways of Working group at Unitaid and organize staff engagement activities and other related initiatives to promote staff satisfaction.
Collaboration and Liaison:
- Establish and maintain close collaboration with the HR Business Partner/Team Lead, WHO-HRT to address HR-related matters.
- Liaise with GHR on contract-related matters; with the CDL, HRS, Staff Association and other relevant departments at WHO-HQ on other HR-related matters.
Initiative and Action:
- Take the lead on HR-related actions as necessary, advising, executing, and translating workforce plans into actionable strategies that support the achievement of Unitaid’s objectives.
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
- A first level university degree in human resources management, public or business administration, law, social sciences or other related fields.
Desirable:
- Advanced level university degree in HR or a Professional qualification in HR (such as CIPD level 3 or 5, SHRM etc.)
Experience
Essential:
- At least five years of progressive experience as a professional in the field of human resources management.
- A minimum of two years of experience working at the international level (out of home-country experience).
- Proven experience providing advice and guidance to senior management and staff at all levels on staff entitlements, application of rules and regulations etc.
Desirable:
- HR experience within WHO or a Major Office.
- Experience supporting project teams and providing support in the implementation of the organization’s strategy.
- Experience in HR planning and managing the full recruitment cycle (from creation of positions to onboarding) Business partnering experience in HR, serving as a link between the organization’s operating model and staff.
- Experience in contract management and use of ERP systems (such as Oracle, Taleo etc.)Experience in the area of staff learning and development or staff engagement.
Use of Language Skills
Essential:
- Expert knowledge of English.
Desirable:
- Intermediate knowledge of French.
