Result of Service
The Consultant will be responsible for developing all issues related to social participation events planned to support the preparation of the Integrated Solid Waste Management Plan and the Basic Sanitation Plan for the Municipality of São Paulo. The Consultant’s main objective is to plan, organize and conduct planned social participation events, notably the regionalized workshops and public hearings, together with the UN-Habitat team, especially working closely with the Communications Analyst. The Social Participation Consultant shall be paid upon presentation and approval by the National Officer for Brazil of activities’ report related to below mentioned products. The Consultant will work in close collaboration with the Programme Coordinators, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. In order to properly implement this project, a Social Participation Consultant is required to ensure that both plans incorporate a sustainable and efficient approach to developing a broad and inclusive participatory process. Report to UN-Habitat Manager The Social Participation Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the National Officer for Brazil, the Social Participation Consultant will be responsible for delivering the four (4) following products in the expected delivery date: Product 1: “Work Plan” Description Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, whose main objective is to plan, organize, conduct and report on social participation events related to the plans in question. The Work Plan must contain, at a minimum: • Detailed scope of the deliverable products, focusing on the activities of social participation events; • Details of the information and data required to develop the work; • Schedule of activities and delivery dates; • The flow of review and approval of the products. Expected Completion Date 15 (fifteen) days after contract signature. Product 2: “Planning and preparation of social participation events.” Description Preparation of a document with the following content, as a result of planning to hold 10 regional workshops and four public hearings: • Survey with the City Hall of suitable locations for holding events; • Support to the Communications Analyst for the development of communication pieces related to events; • General organization of events. Expected Completion Date 45 (forty-five) days after contract signature. Product 3: “Monitoring and facilitation of participatory process events.” Description • Support for the execution of communication materials; • Interlocution with the City Hall events staff; • General organization of the events stages – before, during and after; • Participation in events: 10 (ten) workshops and 4 (four) public hearings. Expected Completion Date 225 (two hundred and twenty-five) days after contract signature. Product 4: “Consolidation report of social participation events.” Activities • Organization of data and information from social participation events, such as: attendance lists, minutes, communication materials, photos, etc.; • Preparation of a report that includes all workshops and public hearings, containing at least the following structure: (i) introduction; (ii) methodology; (iii) events description; (iv) data analysis (graphs or charts representing participation, participant feedback and other relevant data); (v) conclusions and recommendations. Expected Completion Date 270 (two hundred and seventy) days after contract signature. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant will work in the following areas: a) Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinators, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultant’s ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participating in public events related to the participatory process of developing the Master Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. g) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. h) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: Required: ● Post-Graduation course (Latu Sensu or Stricto Sensu) in Administration, Communication, Public Relations, Social Work or related fields, or additional 4 (four) years or relevant experience to the post, beyond the requirement. ● Bachelor’s degree in Administration, Communication, Public Relations, Social Work or related fields is required. Experience: ● Minimum of four (4) years providing organizational support and management related to social participation events and related events. ● Professional experience in developing events, workshops or related actions related to social participation and technical events. ● Previous experience within the UN System would be an asset. Skills: ● Excellent writing and proof-reading skills in Portuguese are required. ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ● Negotiation capacity with public and private sector stakeholders. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience of working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding the organization of social participation events. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in Portuguese is required. ● Good command in oral and written Spanish is desirable. ● Good command in oral and written English is desirable.
Additional Information
Travel details The Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/1 (50%) (UNDP Brazil Salary Scale) The consultant will receive an amount of BRL 39,221.10, to be paid in four (4) instalments, upon the presentation and approval of the following products: ● Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 3,922.11); ● Payment 2 (30%): Upon delivery and approval of Product 2 (BRL 11,766.33); ● Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 11,766.33); ● Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 11,766.33). Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
