Background:
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC is currently implementing Baxnaano Shock Response project in collaboration with WFP in Hudur. The project involves targeting, and delivery of cash transfers to selected beneficiaries in Hudur, using a community-based approach to ensure inclusion and fairness. In addition, the coordination with local authorities, regional stakeholders, and community leaders to ensure that the project is implemented in alignment with local needs and realities.
Duties and Responsibilities
The Community mobilizer will conduct field-based project activities and work with different project stakeholders at NRC level, including LFS programme, Monitoring and Evaluation and Community Engagement and Accountability team. The mobilizer will be based in Hudur and cover activities under all project target locations.
- Conduct the project awareness through meetings with target communities including elders, community leaders, civil society groups, and target beneficiaries.
- Sensitize the beneficiaries with their entitlement and duration for the cycle that they will be receiving assistance.
- Assist VRC members to recall selection criteria and identify project beneficiaries in the targeted communities.
- Assist and work with MEL, LFS programme team during the participants’ verification to facilitate follow up inquiries.
- Conduct manual registration of the beneficiaries in collaboration with scope registrar and VRC.
- Conduct regular community meetings in the project targeted communities to know if they met any challenges.
- Facilitate and supervise long term-running field tasks such as finger printing of the participants, TVETs trainings, and rehabilitation of livelihood infrastructures etc.
- Act as an accountability focal person and sensitize target communities with the Complaint Response Feedback Mechanism.
- Undertake accountability-focused monitoring and share accountability briefs with NRC CFM team on a weekly basis.
- Collect market price data and share with LFS programme team by the end every month.
- Ensure all project visibilities billboards installed in the target locations.
- Provide updates on the context of the target community and project progress updates to LFS programme on weekly basis or daily during the crisis or certain shock(s).
- Perform any other activities as assigned by your supervisor.
Context/specific skills, knowledge and experience:
- Post Secondary professional certification with minimum two years of experience in similar work.
- Post secondary diploma with one year of experience in similar work.
- bachelor’s degree with no previous experience in similar work
- Previous work experience in complex and volatile environments.
- Demonstrated track record of achieving and documenting results relevant to the responsibilities of the position.
- Excellent written and verbal communication skills in English.
- Knowledge of the context in Southwest especially Hudur State.
- ability and knowledge to use and understanding of Microsoft Office (Excel, word)
- ability to proactively perceive risk and solve problems.
- fluency in English and Somali both written and oral
- ability to work under pressure.
- Good understanding in humanitarian principles
- ability to travel to multiple project sites and district across project targets.
- Must adhere to set security standards
- Ensure a gender perspective in the scope of work
- Knowledge and experience in using registration tools like Kobo and ODK.
- Ability to exhibit an exemplary lifestyle as interpreted in the specific local cultural context.
- Fluency in communication in the Somali language.
- Negotiation skills, interpersonal skills, and excellent communication skills, both verbal and written
