Org. Setting and Reporting

This position is located in the Strategic Communication Branch (SCB), Office for the Coordination of Humanitarian Affairs (OCHA) which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA coordinates the global emergency response to save lives and protect people in humanitarian crises. It advocates for effective and principled humanitarian action by all, for all. The Strategic Communications Branch (SCB) is OCHA’s communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including the global spokesperson function, messaging and speeches, and social media. This position-specific job opening is being advertised for the position of Public Information Officer/ Principal Speechwriter in the Strategic Communications Branch, in New York, UN HQ. The incumbent reports to the Chief of the Media Relations Section.

Responsibilities

Within delegated authority, the Public Information Officer/Principal Speech writer is responsible for the following duties: • Takes the lead in strategy, planning, research and production of a wide range of speeches, lectures, statements, articles, op-eds, and other major written contributions in support of global humanitarian outreach by the Under-Secretary- General/ Assistant Secretary-General and senior officials. Serves as principal speechwriter to the Under-Secretary-General and the Assistant Secretary-General. • Liaises with all parts of OCHA, as well as with Secretariat departments and others, to produce speeches and other materials that are persuasive, politically sound and factually accurate. • Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems. • Reviews and edits draft texts to ensure accuracy, clarity and effectiveness. • Prepares or oversees preparation and research for a diverse range of information communications products in support of major campaign initiatives. • Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers. • Evaluates results and impact of communications activities reports on developments, trends and attitudes regarding the UN. • Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities. Collaborates across the Organization to ensure coordinated messaging is incorporated and amplified. • Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. • May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects. • Undertakes other tasks as required.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or a related area is required. Experience of writing on complex humanitarian and development issues for international audiences is required. Experience in drafting high-quality materials, including speeches, is required. Three years of international field experience in public information in the last seven years is desirable.

Languages

English and French are the official languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
