The Position:

Individual Consultant will develop and present tools and conduct the baseline assessment in Kenya of the Making All Spaces Safe Programme to address Technology-Facilitated Gender-Based Violence. The Consultant will work under the direct supervision of the GBV/Gender Advisor and work closely with the UNFPA M&E Specialist, the Population and Data Specialist, and the Deputy Representative.

Job Purpose:

Under the direct supervision of the GBV/Gender Advisor and working closely with the M&E Specialist, the Population and Data Specialist, and the Deputy Representative, the consultant will develop and present tools and conduct the baseline assessment in Kenya of the Making All Spaces Safe (MASS) Programme to address Technology-Facilitated Gender-Based Violence.

Funded by Global Affairs Canada, the MASS global programme is being implemented between March 2024 and March 2027. The aim of the programme is to increase the benefit of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention, and law and policy, as well as through cross-cutting research and convening efforts.

MASS is one of the first global programmes to address the emerging issue of Technology-Facilitated Gender-based Violence (TF GBV). As such, the programme strongly focuses on evaluation and evidence-building to understand what approaches are most suitable to prevent, mitigate and respond to TF GBV.

As the programme starts, there is a need to set up a precise monitoring and evaluation plan which will help monitor its progress and evaluate its achievement over the period of three years and provide an opportunity for the programme to build a solid evidence base for TF GBV programming in Kenya. In particular, this consultancy will include working in liaison with the lead HQ consultant to support the development of data collection tools and conducting the baseline assessment based on the MASS M&E Framework; working closely with the Populations and Data Specialist and the M&E Specialist to ensure consistency and quality of data collection; ensure that the relevant stakeholders in Kenya have validated the baseline assessment and compile a final baseline report.

You would be responsible for:

Background and Overall:

  • Familiarity with the UNFPA and GBV guidance on ethical data collection and management.
  • Review Making All Spaces Safe Global Programme documents, including detailed activities, in order to clearly map all M&E commitments and necessary components to support processes of continuous learning
  • Develop a clear overall programme M&E plan for Kenya, including baseline assessment against the strict programme timeline.
  • Regularly consult with the GBV and Gender Specialists, Populations and Data, and M&E Specialists.

Baseline Assessment Process:

  • Conduct consultations with relevant stakeholders at the national and county levels and key informants, as necessary.

Baseline Study:

  • Develop a monitoring and evaluation plan for the MASS programme in Kenya.
  • Development of data collection tools
  • Conducting the baseline assessment based on the MASS M&E Global Framework and ensuring consistency and quality of data collection
  • Support validation of the baseline assessment report by the relevant stakeholders in Kenya
  • Compile the final baseline report

The consultancy will begin with a solid understanding of the programme and the development of an inception report for the assignment. This will be followed by the development of the monitoring and evaluation plan for the MASS programme in Kenya and the baseline assessment data collection tools, data collection and analysis, validation, and final report development and presentation.

Expected Timelines

Overall – (estimated 5 days)

  • Programme documents background and review.

Baseline Assessment – (estimated 20 days)

  • Development of the data collection tools
  • Coordinate and support data collection and analysis
  • Write a compiled baseline report
  • Share findings in a PowerPoint presentation

M&E Plan- (estimated 5 days)

  • UNFPA consultations

Consultancy Total duration 30 Days (January – February 2025)

The consultancy will be home-based under the supervision of UNFPA Kenya

Monitoring and progress control, including reporting requirements: Update and review progress weekly via virtual meetings and in-person meetings whenever required

Expected travel: To the target counties-Mombasa, Nairobi and Kisumu

Qualifications and Experience:

Education:

Master’s degree in social sciences, gender, women’s studies, social work, sociology, psychology, anthropology, public health, or other relevant field with specific training or advanced knowledge and experience in monitoring and evaluation

Knowledge and Experience:

  • Minimum of 7 years of experience in monitoring and evaluation, data management and statistics, research, learning, knowledge management, or any other related area in the context of GBV programming;
  • Specialized knowledge of gender-based violence, technology-facilitated gender-based violence and technology;
  • Strong understanding of GBV ethical guidance around data collection and management;
  • Strong writing and analytical skills working across diverse datasets;
  • Experience and confidence with mixed method research;
  • Experience working in development settings or humanitarian contexts;
  • Ability to apply a human-rights-based approach to programming and frameworks and conduct equity-focused research and analysis;
  • Preferable experience in GBV programming and a strong understanding of GBV case management;
  • Initiative, sound judgment, and demonstrated ability to work harmoniously with teams from different cultural backgrounds.

Languages:

Fluency in English and Kiswahili.

Conflict of Interest

The consultant will be asked to declare any potential conflict of interest before undertaking the work. The consultant will discharge his/her functions exclusively as an individual consultant M&E to UNFPA, and UNFPA will support the consultant in making the necessary contacts with relevant stakeholders who include but are not limited to government, academia, and civil society organizations.

Consultancy rates shall be guided by UNFPA policies.

The consultant will be expected to undertake some mandatory courses (if not done previously) such as Security (BESAFE), Fraud and Corruption Awareness and Prevention-Anti-Fraud, and the Prevention of Sexual Exploitation and Abuse (PSEA)
