The Housing Department provides housing related services including infrastructure planning, design and construction, and improvement projects. In addition, the Department focuses on maintenance, repairs and operation of all Tsawout First Nation (TFN) owned houses, as well as enhancing the delivery of housing programs and services on reserve.PURPOSE OF THE POSITIONThe Housing Manager is responsible for setting housing policies, preparing budgets, managing tenant and home owner relations and for overseeing new home construction, leasing, home maintenance and renovations. In addition, the Housing Manager manages the implementation of department strategies, and the operations of the work unit, including organization structure, and manages the department’s finances and human resources. The position is part of the management team.DUTIES AND RESPONSIBILITIES

  • Communicates regularly with tenants and/or owners to resolve issues affecting their property such as breaches of tenancy and leasehold agreements, renovations or improvements, parking, heating, maintenance, security, insurance, rent payments and the enforcement of rules, regulations, and by-laws;
  • Develops strategic guidance and planning tools for the TFN Housing program, including developing the five-year strategic Housing plan and the annual operations workplans;
  • Plans, develops, revises, and implements policies, standards, procedures, and practices relating specifically to the delivery of Housing services
  • Plans, develops, implements and monitors the Housing department’s vision and strategy for the TFN;
  • Provides advice and recommendations to the CEO on policy discussions and strategic planning. Integrates planning for Housing Services within the TFN’s strategic plan and its goals;
  • Plans, organizes, reviews and directs the development and implementation of the Housing department’s activities (including all housing maintenance and repairs) and costs to determine progress toward stated goals and objectives in annual plans and budgets;
  • Assists in the establishment and achievement of program deliverables for Housing services based on the TFN’s overall strategic plan and operating goals for each fiscal year;
  • Develops and administers the annual budget, in consultation with the CFO, for the Housing department and participates in the TFN’s annual budget process.
  • Accountable for the fiscal soundness and cost effectiveness of the Housing department’s operations. Monitors and implements appropriate intervention to achieve operational budget targets;
  • Manages, monitors, and approves all expenditures within their spending authority, reviews financial reports on a monthly basis, in consultation with the CFO and for discussion with the CEO;
  • Maintains accurate records of rentable spaces, damage and security deposits, rent collection and arrears;
  • Inspects all property with a focus on risk management. Ensures that properties are properly maintained and compliance with applicable codes/bylaws;
  • Obtain quotes or bids from contractors for repairs, renovations and maintenance. Ensures that work has been satisfactorily completed and approves invoices;
  • Reviews the property insurance policy annually and recommends changes as needed; Initiates and administers insurance claims with insurers based on policy;
  • Works collaboratively with other members of the management team. Contributes to identifying, developing and implementing strategic initiatives, policies, plans, and programs necessary for the successful operation of the TFN;
  • Executes departmental human resource related initiatives including staff selection, setting strategies and objectives, prioritizing work, ensuring proper training, completing annual performance reviews and plans, encouraging employee professional development, discipline, and resolution of labour relations issues;
  • Establishes performance management and productivity standards for all Housing department staff. Communicates performance expectations to staff annually or more frequently if required. Ensures that the Department’s productivity and performance standards are met. Continuously strives to improve departmental operational efficiencies and workflows;
  • Develops annual equipment maintenance and repairs schedules and ensures department equipment is properly used and maintained;
  • Performs maintenance, repairs and renovations on TFN band owned housing including minor roofing repairs, metal work, plumbing, carpentry, general contracting, renovating, electrical, and masonry, maintenance of septic systems in all weather conditions, as required;
  • Problem solves and troubleshoots all maintenance-related issues including minor electrical, mechanical and operational issues for housing;
  • Responds to all housing related emergency calls on weekends and evenings in a timely manner;
  • Prepares, submits and reports on programs, special projects, and other statistical reports accurately and in a timely manner to ensure that the budget requirements are being met, as required by the CEO, Chief and Council and stakeholders;
  • Interacts with TFN employees and community as well as external stakeholders; and communicates and responds to routine requests or inquiries from staff and stakeholders;
  • Ensures that service quality standards are maintained and consistently delivered in all areas of responsibility;
  • Serves as the TFN’s Housing services expert and sits on committees, attends meetings, field’s telephone calls and emails, and represents the TFN to various stakeholders;
  • Builds and maintains partnerships with potential and existing stakeholders to provide support for new programs and initiatives;
  • Presents a professional, positive and helpful attitude at all times;
  • Promotes a safe work place; ensures that all established safety procedures are followed;
  • Carries out other duties essential to the position as directed by the CEO.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration, Management, Engineering or Science, or a related degree; or
  • Grade 12 graduation (Dogwood or BC Adult Graduation Diploma); and
  • Diploma in Facilities Management, Planning, or Engineering, Construction Engineering; or a First Nations Housing Manager Certificate an asset;
  • Certified Professional in one of the following areas: Property Management, Project Management, Housing Projects/Construction, Business, Urban Planning, Land Management, Environmental Management, or related field an asset;
  • Minimum 5 years working with Federal funding regimes;
  • Minimum 5 years experience in building maintenance and repairs industry including basic carpentry, electrical, metal work and plumbing;
  • Minimum of 2 years’ experience managing, directing and leading employees; and liaising with various regulatory agencies;
  • Experience operating various software including Microsoft Office, CADD, property management software
  • Experience developing a variety of written reports, policy and procedures, analyses, presentations and other documentation;
  • Experience developing, managing and controlling operating budgets;
  • Experience managing projects;
  • Valid Class 5 driver’s licence, a clean driver’s abstract and reliable vehicle is required;
  • Valid standard first aid and CPR certificate an asset;
  • Clean criminal record is required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of current trends, issues, best practices, philosophy and techniques in all facets of First Nation housing and public works;
  • Sound knowledge and skill in the following: carpentry, building maintenance, concrete, masonry, electrical, general plumbing, metal work, and landscaping;
  • Sound knowledge and understanding of the delivery of community-based services;
  • Sound knowledge of maintenance operations procedures;
  • Sound knowledge of relevant legislation, regulations and acts pertaining to the housing environment including the BC Residential Tenancy Act, National Building Code of Canada, BC Building Code, Canadian Electrical Code, WHMIS and WorkSafe BC;
  • Sound knowledge and understanding of the delivery of community-based services;
  • Advanced critical thinking, organizational and problem solving skills;
  • Sound written and verbal communication skills and the ability to discuss facilities and public works services issues in a language suitable to the audience;
  • Ability to handle sensitive and confidential information and situations with a high level of integrity, professionalism, and trust;
  • Ability to research and interpret demographic analyses, trends and other indicators to generate recommendations that will improve service delivery;
  • Ability to lead by example, demonstrating leadership, client service attitudes, integrity, creativity and enthusiasm in achieving results directly and through staff work teams;
  • Ability to establish and maintain respectful, cooperative and productive relationships; and collaborate effectively with internal and external stakeholders;
  • Ability to provide leadership and manage staff collaboratively, in a team environment, utilizing effective team-building, communication and management techniques;
  • Ability to interpret Administrator direction and incorporate into daily operational activities;
