Position Description
The Finance and Operations Manager will be responsible for leading all project finance and operations, including general administrative processes, financial management, procurement, accounting, HR, IT, and logistics.
This position will be based in Port Moresby, Papua New Guinea and will report to the Chief of Party.
Position is contingent upon award and funding.
Responsibilities
- Oversees finance, operations, human resource management, logistics, procurement, grants, and administration support to the project, ensuring compliance with RTI and USAID procedures.
- Works closely with COP, technical staff, pertinent RTI home office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives and results.
- Manages team of professionals in operational management and support roles, providing strong oversight and supervision.
- Monitors and reviews project budget and expenditures, financial forecasts, working with Home Office, International Regional Office and local counterparts to ensure compliance with corporate and client regulations.
- Conducts monthly operational team meetings to review progress, discuss operational goals, and adjust activity administration tactics as required.
- Provides expertise knowledge related to designing and delivering systems for donor-funded financial management and reporting, training staff and partners on value-for-money principles and due diligence, instituting financial systems, and preparing and managing budgets.
- Provides day-to-day supervision, guidance, and monitoring of all project activities, which includes finance, operations, security, procurement, logistics, HR, and IT functions.
Qualifications
- Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience, or equivalent combination of education and experience.
- Six years of experience managing finance and administration of a donor-funded activity in Southeast Asia or the Pacific.
- Demonstrated experience in financial and operations management with direct international work experience in developing countries.
- Demonstrated knowledge, skills, and experience in logistics, financial planning and management, and procurement.
- Experience developing and/or maintaining budget tracking tools.
- Strong skills in budgeting, donor reporting, grants management and accountably, organizational risk, internal audits, and organizational capacity assessment and development. Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
- Knowledgeable and experienced with international development contracting policies and procedures, specifically USAID.
- Excellent communication and interpersonal skills.
- Demonstrated managerial skills.
- Advanced fluency in English required.
- Ability to work throughout Papua New Guinea, travelling as needed.
