JOB PURPOSE
To lead the implementation of procurement strategies, ensuring process optimization, compliance, and risk management in alignment with organizational goals. The role focuses on enhancing procurement operations and activities, driving innovation, and supporting digital transformation initiatives, while collaborating with key supply chain functions to adopt an integrated approach that meets the food assistance needs of beneficiaries.
Depending on your experience and expertise areas, you will be involved to a greater or lesser degree in work related, but not limited, to the following:
KEY ACCOUNTABILITIES
- Oversee and implement end -to -end procurement strategies aligned with corporate policies and strategic goals, while anticipating risks and identifying innovative solutions at HQ, Regional or country levels.
- Contribute to the development of procurement frameworks and policies, ensuring alignment with corporate priorities and integrating compliance, sustainability, and market insights.
- Provide technical guidance or normative oversight to Country Offices for procurement needs, ensuring compliance with best practices and organizational policies.
- Lead or co-manage procurement activities involving food commodities, goods, and services ensuring cost-effective and timely delivery in support to WFP operations.
- Prepare and oversee contracts, monitoring compliance and recommending improvements for efficiency.
- Establish, maintain, and enhance strategic relationships with suppliers to optimize procurement outcomes and service delivery value.
- Collaborate with cross-functional counterparts, clients, or senior stakeholders to ensure an integrated approach to supply chain and procurement operations.
- Build the capacity of WFP staff and external partners by supporting the design of learning solutions and delivering trainings on procurement processes and technologies, as required.
- Analyze and apply market trends, historical data, and spend analytics to inform procurement decisions, identify cost-saving opportunities, and improve efficiency in line with Category management principles.
- Act as a strategic driver for digital transformation initiatives in procurement, leading change management, evaluating system performances and recommending improvements.
- Coordinate and present accurate and timely data driven reports on procurement activities to enable informed decision making and performance optimization.
- Mentor, coach, and supervise small teams to foster their professional growth, address challenges, and enable high performance.
- Contribute to preparedness actions, providing technical guidance and proactively addressing specific risks to build resilience in procurement processes.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
STANDARD MINIMUM REQUIREMENTS
Education
An advanced University degree in Supply Chain, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.
Years of relevant professional experience:
Level II Consultancy: Minimum eight years of relevant professional experience.
Competencies:
Supply Chain Management, Procurement, Contract Management, Problem Solving, Decision Making, Leadership and Team Management, Negotiation, Effective Communication and Collaboration, Digital Transformation and Change Management
Experience
You have:
- 8 years of relevant experience in Procurement and/or Supply Chain
- Experience working with food commodity markets as well as goods and services in support of (humanitarian) operations and its related market intelligence
- Experience working with suppliers and clients
- Experience with procurement planning and its alignment to corporate strategy in private sector companies or humanitarian organisations
- Experience supporting training and mentoring staff in procurement processes and best practices, and capacity-building initiatives
- Familiarity with digital procurement tools and technologies Experience supervising and managing teams
Desirables:
- Experience communicating and coordinating with UN agencies/ large international conglomerates
- Experience in field operations and emergency response
- Experience in working on sustainable procurement modalities
- Experience in data analytics
Language
- You are fluent in oral and written English and have technical writing skills;
- Intermediate knowledge of another official UN language (Arabic, French, Chinese, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
