The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of the OSCE principles and commitments, as well as the co-operation with the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives. The Human Dimension is one of the OSCE’s departments that, inter alia, works on a range of topics, including assists with the implementation of the State Programme on Human Rights Education for civil servants, the implementation of the 2022 Law on Equality and the Elimination of All Forms of Discrimination, and support for the work of State and civil society on the rights of persons with Disabilities. Furthermore, the Department works on the public and political participation of women, including young women and provides direct survivor support 14 centres across rural Tajikistan to victims of Domestic Violence and Combatting Trafficking in Human Beings. It incorporates 4 units which include Human Rights Unit, Rule of Law Unit, Gender Unit, and Media Unit.
Tasks and Responsibilities:
Under the supervision of the Media Officer and overall supervision of the Head, Human Dimension Department, the successful candidate will be tasked with the following duties:
- Efficiently manages the administrative work-flow of assigned tasks throughout their cycle, including utilizing Oracle-based Enterprise Resource Planning (ERP) systems to initiate and follow up on actions related to requisitions, recruitment of consultants, training, study tours, procurement of services and goods, payments, and travel authorizations. Ensures the smooth execution of all administrative processes in line with organizational policies;
- Oversees the monitoring and documentation of project implementation, coordinating closely with the Project Coordination Unit. Contributes to evaluation efforts and prepares regular reports on project activities, monitoring results, and evaluations, ensuring the provision of accurate and actionable insights for stakeholders;
- Actively participates in the development of project proposals by organizing and attending stakeholder meetings, field visits, and focus group discussions with potential beneficiaries. Provides input into project design, drafts proposals and budgets, gathers partner feedback, and organizes consultations to align projects with stakeholder needs and priorities;
- Facilitates the arrangement and support of meetings, round tables, and conferences, including drafting meeting minutes, organizing schedules, and acting as secretary to the Media Donors Coordination Working Group. Maintains comprehensive and organized records, both electronic and paper-based, to ensure accessibility and readiness of project documentation;
- Manages all travel-related administrative processes for OSCE Media Unit staff and external participants, including organizing travel documents and logistics for project-related travels. Ensures efficient logistical arrangements while supporting briefings on project activities and contributing with translation/interpretation services in English, Russian, and Tajik, as required;
- Drafts and updates public information materials for the Media Programme, such as flyers and OSCE website content. Serves as a communication focal point for disseminating information to civil society, government, international community, and media stakeholders. Provides multilingual support, including translation and interpretation, ensuring accessibility and engagement across diverse audiences.
Necessary Qualifications:
- Completed secondary education, as well as specialized training in project management, human rights, human rights education, business and finance. Knowledge and experience in journalism, media ethics and professional standards, media legislation and media education strongly preferred;
- Minimum four (4) years of relevant work experience in development or projects, preferably with international organizations, public institutions and/or NGOs;
- Previous experience in project management with a focus on journalism, media development and/or human rights and education is strongly preferred;
- Computer literacy with practical application of Windows applications, especially Excel is a must;
- Excellent oral and written communication skills in English. Fluency in Tajik and Russian languages are required;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
