Background
South Africa Skills Training Enhancement Program (SASTEP) is a program funded by Global Affairs Canada and implemented by Colleges and Institutes Canada (CICan) in collaboration with the Department for Higher Education and Training (DHET). SASTEP works with all fifteen public TVET Colleges in Eastern Cape and Limpopo, through a partnership approach that links them with publicly funded colleges in Canada. The colleges want to strengthen their approaches to ensure that their students are equipped with the skills and competencies they need to contribute to the economic and social development of their communities through gaining employment or starting businesses. The program focuses on increasing access to learning through more effective use of educational technology; on ensuring greater inclusion through initiatives focused on gender equality and students with disabilities; on enhancing students’ employability and entrepreneurial mindset through improvements to career guidance and work readiness course modules; and on increasing colleges’ sustainability through strengthening partnerships with employers.
The Monitoring and Evaluation (MEO) will be located in Pretoria, South Africa and will ensure the effective implementation of SASTEP activities in South Africa.
Job Summary
Responsibilities
- Oversee and ensure compliance with CICan’s and donors’ accountability and reporting requirements.
- Lead the implementation of the program’s Monitoring, Evaluation, Learning and Knowledge Sharing strategy and work plans.
- With support from headquarters, develop the program’s data management system for data on activities and outputs; ensure the consistency and quality of all program data.
- Ensure data is disaggregated and that SASTEP’s M&E is gender responsive.
- Ensure and support partners in the timely collection of accurate data on program activities; provide technical assistance or training to partners in conducting M&E activities and reporting.
- Regularly update the program’s Performance Management Framework as new data is collected
- Collect data on the program’s key outcome indicators at the midpoint and at the end of the program using appropriate quantitative and qualitative methods; analyze data collected at the mid and end points against baseline values.
- Design the agenda and approach for the Program Learning Forum to be held with program partners; create presentations for this forum.
- Synthesize and analyze data into succinct summaries for including in resulting reports and presentations for project management and communications purposes.
- Support the preparation of mid-year and annual reports by reviewing partnership narrative reports and other sources to synthesize data.
- Support in other program management duties as needed
- Represent SASTEP and facilitate discussions at meetings and workshops with partners and other stakeholders as required.
The position is expected to involve some travel within South Africa.
Reporting
The MOE reports to the South Africa-based Senior Technical Advisor/CICan Representative (STA), and works in close collaboration with the Director, International Partnerships and the Senior Program Officer (SPO) for M&E, both based in Canada.
Qualifications
- Full fluency in English.
- South Africa citizen or legally permitted to work in South Africa.
- Graduate from a post-secondary institution, in the field of program monitoring, evaluation and learning or equivalent combination of education and experience.
- A minimum of 5 years’ experience in monitoring and evaluation, including the design and implementation of data collection and analysis on program indicators, baseline and other studies, and managing performance management frameworks, ideally in international development programs.
- Experience in the design, implementation and analysis of surveys, focus groups, interviews and desk reviews.
- Experience in conducting baseline studies and program evaluations, including analyzing and synthesizing primary and secondary data.
- Strong understanding of M&E concepts and methods; understanding of results-based management (RBM) a definite asset.
- Proficiency with software for the analysis of both quantitative (eg. SPSS) and qualitative (eg Nvivo, Atlas.ti) analysis. Advanced skills in Excel. Experience with digital mobile M&E technology, a definite asset.
- Demonstrated experience applying gender equality and inclusion concepts in M&E.
- Strong analytical skills.
- Capacity to synthesize, summarize and present program data in a clear and compelling way.
- Prior experience with and/or knowledge of the TVET sector in South Africa considered an asset
- Excellent organizational, communication, and interpersonal skills.
- Demonstrated ability to work collaboratively with a variety of stakeholders and at various levels of organizational hierarchy.
- Ability to work both independently and collaboratively in a team.
- Demonstrated ability using Microsoft Office Suite (Word, Excel, PowerPoint, Teams) and experience with SharePoint desirable.
