1. Background 1.1 About ICS

ICS-SP, an organization focused on promoting the well-being of children and families, seeks to develop a comprehensive Life skills curriculum aimed at equipping adolescents with critical skills for resilience, self-protection, and overall growth. The curriculum aligns with the organization’s commitment to nurturing positive childhood development and preventing violence against children. 1.2 Background of the project

ICS-SP is a leading African NGO dedicated to ensuring that all children grow up in safe and nurturing environments, free from violence, and equipped with the skills and opportunities needed to thrive. Over the years, ICS-SP has developed and scaled innovative solutions that address violence against children (VAC) and violence against women (VAW) through evidence-based interventions. These include Skilful Parenting Programs, the Whole School Approach, and Social Norms Transformation models.

ICS-SP’s successes and lessons learned in addressing VAC in Kenya and Tanzania. Recognizing the interconnectedness of harmful social norms, teacher practices, and the need for Life skills education among adolescents, the project aims to develop targeted curricula to foster safe environments and empower communities and schools to end violence.

This initiative aligns with ICS-SP’s broader mission to strengthen government and community systems, promote evidence-based violence prevention strategies, and create sustainable change in low-income and peri-urban settings. The three focus areas—Life skills, Teacher Training, and Social Norms—are integral to achieving these goals by addressing critical gaps in knowledge, capacity, and practice among key stakeholders.

1.3 Details of the assignment

ICS SP is seeking to develop a comprehensive Life skills curriculum aimed at equipping adolescents with critical skills for resilience, self-protection, and overall growth. The curriculum should align with national Mentorship guidelines and be adaptable for implementation in diverse community and school settings.

2.0 Purpose of the assignment

This assignment’s purpose is to develop and design a user–friendly Life skills Curriculum for adolescents aged 10–18, incorporating evidence–based strategies to develop critical thinking, communication, and coping skills. Life skills curriculum that equips adolescents with the skills necessary to navigate life’s challenges effectively. The curriculum will address key areas such as emotional intelligence, resilience, decision-making, and self-efficacy to foster positive development, reduce vulnerabilities, and enhance adolescents’ ability to thrive in safe and nurturing environments.

  1. Objectives of the assignment
  • Develop a curriculum framework based on needs assessments and existing literature.
  • Incorporate elements addressing core life skills, mental health, child participation and environment.
  • Ensure alignment with national education standards and ICS-SP’s goals.

3.0 Methodology

The consultant will be expected to propose appropriate process facilitation and documentation approaches that effectively address the assignment’s objectives.

4.0 Scope of Work

  • Review existing Life skills materials and identify gaps.
  • Conduct a needs assessment with stakeholders, including adolescents, educators, and caregivers.
  • Engage stakeholders (adolescents, educators, parents) through focus groups.
  • Develop facilitator guides, facilitator manuals, and participant workbooks.
  • Conduct a pilot session and refine the curriculum based on feedback
  • Work with the project team implementing the intervention to provide insights
  • Design curriculum modules covering topics such as mental health, peer pressure, reproductive health, and financial literacy.
  • Validate the draft curriculum with stakeholders and revise based on feedback.
  • Work on design and layout and submit final draft

4.1 Timeline

The exercise will be conducted within 11 working days. Broken down as follows

1 day inception meeting

5 Days Working on first draft

1 day for feedback meeting

4 Days finalization and clean up

The final Document should be submitted to ICS-SP on 17th March 2025**.** The consultant is expected to draw up a work plan in line with the work’s scope. This includes planning meetings with the project team as and when necessary.

5.0 Selection criteria for consultants

  • Master’s degree in education, Psychology, or related fields.
  • Expertise in adolescent development, Life skills education, and curriculum design.
  • Proven experience in curriculum development for youth.
  • Expertise in participatory approaches and adolescent psychology.
  • Strong understanding of VAC prevention and gender-sensitive programming
  • Proven experience working with youth-focused programs and national education systems.
  • Understanding of contemporary issues in Education including Psychological first Aid and child participation concepts.
  • Strong facilitation and stakeholder engagement skills.
  • Exceptional curriculum development and instructional design skills, including the ability to produce user-friendly facilitator guides and training materials.
  • Strong research and analytical skills to synthesize evidence and adapt best practices into contextually relevant content.
  • Excellent communication, facilitation, and stakeholder engagement skills to ensure alignment with project goals and needs.
  • Cultural and contextual understanding
  • In-depth understanding of challenges faced by adolescents in rural and peri-urban areas of Kenya and Tanzania.
  • Demonstrated ability to work in cross-cultural contexts and adapt content to diverse audiences.
  • Evidence of having successfully developed similar curricula or tools, with samples or references provided upon request.

Other requirements

  • Fluency in English (required); proficiency in Kiswahili or local languages (desirable).
  • Ability to deliver high-quality work within tight timelines.
  • Interpersonal skills

6.0 Deliverables

  • Needs assessment report.
  • Comprehensive Life skills curriculum with facilitator’s guide.
  • Final report documenting the development process and stakeholder feedback.

7.0 Application Process
