What we are looking for

NRC Palestine is looking for a Shelter Cluster Advisor who will be tasked with will supporting the cluster team in guiding shelter agencies in the development and implementation of shelter programming, to provide safe and resilient shelter solutions. They will ensure that solutions are in line with global standards and best practice and coordinate the Technical Working Groups (TWGs), which are created on a needs-basis to address specific issues related to shelter programming. They will also assist in identifying and building relationships with key humanitarian partners for the shelter response, such as national and provincial authorities or technical experts.

Outside the Shelter Cluster, the position holder will liaise with other technical coordinators from various sectors or clusters to ensure there is a complimentary and cross-sectoral approach to technical issues, such as water and sanitation (WASH) and logistics.

The role will also play a strong role in partnership and capacity building and maintain a global overview between all parties, encouraging a consistent and coordinated response and will support the cluster coordinator in relations with appropriate government representatives and donors.

What you will do

The role will have the following specific responsibilities:

  • Ensure that the shelter response is informed by appropriate relevant Technical Standards, including among others Sphere, and good practice, chairing the Technical Working Groups (TWGs), while promoting the involvement of all stakeholders.
  • Conduct field visits in coordination with SC partners to programme areas and affected communities, which should be used to identify emerging technical issues and trends at field level and document this information so that it can influence discussions at national level.
  • Alongside the Shelter Cluster coordinators contribute to the development and continuous updating of a SC Strategy in a consultative process with SC partners, including the local government, and ensure that the shelter response is driven by this strategy.
  • Identify and categorise existing shelter typologies, in order to design appropriate solutions in close collaboration with Shelter Coordinators.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Ensure appropriate collaboration with the shelter response-related clusters of CCCM, Early Recovery, Education, Health, Protection, and WASH in the work of the Shelter Cluster.
  • Coordinate the integration of cross-cutting issues in the work of the Shelter Cluster, including HLP, age, gender, and diversity.

What you will bring

  • Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or another relevant field.
  • Minimum 4 years of Professional Experience in Shelter, Non-Food Items, at a managerial level in emergency and conflict and post conflict environments.
  • Has experience within the humanitarian architecture (cluster system) and with humanitarian appeals, humanitarian response plans and common humanitarian funds.
  • Good knowledge of shelter-related technical guidelines and international standards, including Sphere.
  • Sound technical knowledge and experience on traditional architecture materials, construction methods, and resilient construction techniques.
  • Proficiency in computer applications (MS Word, Excel) and knowledge of CAD software is required. Skills in graphic design (Adobe Suite) software is desirable.
  • Ability to work under stressful conditions, meet short deadlines and travel extensively at short notice to support field operations.
  • Experience from working in complex and volatile contexts.
  • Excellent advocacy and representation skills including the ability to develop strong interpersonal relationships to facilitate communication within the cluster.
  • Able to work under extreme pressure and good at timely decision making.
  • Knowledge of Palestine context.

What we offer:

  • Duty station: Jerusalem /Gaza when possible.
  • Contract:12 months-renewable based on performance, need and funding.
  • Travel: Approximately 50% to areas of operation.
  • Salary/benefits: Grade 8 on NRC’s salary scale.
