About the Project
The Democratic Republic of Congo (DRC) is undertaking a transformative initiative to improve access to clean and reliable water for millions of its citizens. The Water and Sanitation Services Access Program (PASEA) is designed to address inefficiencies in water service management by establishing Provincial Public Water Service Authorities across multiple regions. These new entities will be responsible for the governance, regulation, and sustainable financing of water distribution services. The program seeks to strengthen institutional capacity, create clear legal frameworks, and establish financial sustainability in the sector.
To achieve these goals, we are looking for a Transactions Expert who will provide technical guidance on financial structuring, public-private partnerships (PPPs), and contract negotiations. This role is vital in ensuring that the provincial authorities are set up with sound legal and financial foundations, enabling them to provide affordable, high-quality water services to communities.
Role Overview
The Transactions Expert will play a key role in supporting the establishment of sustainable financial and operational models for the newly formed water service authorities. This expert will oversee contractual frameworks, public-private partnerships (PPPs), and financial transactions to ensure the smooth transition of water service management in the DRC.
Key Responsibilities
- Provide technical support for the operationalization of the Provincial Public Water Service Authorities.
- Assist in structuring public-private partnerships (PPPs), tariffs, and financing mechanisms.
- Develop and review contractual agreements between public entities and service providers.
- Ensure compliance with financial and legal frameworks for water service delivery.
- Support negotiations and advise on risk mitigation in financial and contractual transactions.
- Work closely with technical teams to harmonize transaction-related procedures across provinces.
Required Qualifications & Experience
- Educational Background: Advanced degree in Law, Economics, Business Administration, or Public Policy.
- Experience: A minimum of 10 years of experience in the development and implementation of Public-Private Partnership Programs, including a minimum of 5 years in the development of PPP transactions in the field of drinking water.
- A mastery of procedures, methods, techniques and tools of public management, in particular in terms of analysis, policy and financing of public investments.
- A mastery of the procurement procedures of the Congolese State and multilateral donors.
- Perfect mastery of IT tools (Microsoft Office).
- Knowledge of French is required, knowledge of the local language (Kikongo and/or Tshiluba) is an asset.
