Purpose of Activity Assignment:
Reliable, timely and accessible data and evidence are essential for understanding how demographic trends in population, urbanization, migration and displacement affect children. Currently there is insufficient data about the situation of children living in urban and rural areas and children on the move within and across borders. The prevalence of these data gaps is alarming because evidence simultaneously suggests that children are more vulnerable than adults.
UNICEF is working together with partners through various projects and activities including IDAC (International Data Alliance for Children on the Move) and PROSPECTS 2.0 project (funded by the Dutch Foreign Ministry) to improve statistics and data with the goal to support evidence-based policymaking that protects and empowers children on the move and seeks a consultant to provide support. The Consultant will support the demographics team in Demographic Unit of the Data and Analytics Section in DAPM with data analysis, the production of publication and training materials and other technical work related to demographic trends of children.
Scope of Work:
IDAC child migration and displacement data portal: Conceptualization, planning, and monitoring of implementation:
- Support implementation of phase 2 of the data portal
- Prepare data files to be uploaded to the portal
- Ensure data are displayed without error
- Monitor implementation of IDAC data portal with outside vendor in close cooperation with UNICEF and IDAC
Demographic dashboard: Conceptualization, planning, and monitoring of implementation:
- Preliminary discussions with team on scope of demographic dashboard
- Conduct desk review of comparable dashboards and presentation to team
- Develop concept note content and structure of dashboard in close collaboration with demographic team
- Monitor implementation of demographic dashboard with outside vendor
Support two IDAC briefs/publications with in-dept data analysis:
- Preliminary discussions with team on scope and content of IDAC publications
- Desk review of suitable data and drafting data analysis plan
- In-depth analysis of available and suitable data
- Present preliminary results of data analysis for review
- Prepare final data analysis results and do adjustments to charts, maps, and tables as needed
Provide technical support to IDAC side events and IDAC Working Group 2 and 4:
- Develop content for webinar presentation based on guidelines
- Develop draft content of training/e-course materials
- Adjust the guidelines based on feedback from different stakeholders
- Develop a draft guideline on data sources and data collection methods with disaggregation for recommended indicators
- Preliminary discussions with team on scope of Working Group 4
- Conducting desk review on new methodologies (including big data) with focus on significance for children on the move
- Liaise with relevant stakeholders (e.g., Big Data for Migration Alliance, BD4M) to research areas of collaboration and/or advocacy for inclusion of children
- Draft option paper on use of new methodologies for improving data availability on children on the move-based desk review and consultation with relevant stakeholders
Provide technical assistance to sectors for PROSPECTS 2.0 project:
- Support ADAP in developing youth engagement indicator among others
- Technical support for HQ CP around inclusion measurement and testing UNHCR inclusion indicators
- Support for HQ Social Policy on their evidence work in the context of displacement
- Support for HQ WASH on their evidence work together with UNHCR
- Technical support for PG Migration and ROs as needed
Support unit in updating databases and estimates:
- Update demographics databases including migration and displacement, urbanization, population
- Update Migration and Displacement Country Profiles (MDCP)
- Produce demographic data for Data Warehouse
- Prepare R-code for regional aggregates
- Prepare content for the migration and displacement section on data.unicef.org
- Support migrant population estimates update by age
Qualifications:
Education:
- Advance University degree in Statistics, Demography, or related disciplines based on quantitative methods
Work experience:
Knowledge Expertise Skills required:
- Minimum of 8 years of progressively responsible professional work experience in data work;
- Advanced knowledge about migration and displacement (including related international frameworks, recommendations, and agreements)
- Advanced analytical and statistical skills;
- Proficiency in R programming;
- Knowledge of GIS and related software is an asset
- Advanced English communication skills both orally and in writing;
- Ability to work in an international environment and under tight deadlines;
- Ability to take initiatives and work independently;
- Ability to work well in a team environment.
