Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. UNEP’s MEA Collaboration Unit (MCU) is located under the Environmental Conventions and Policy Branch of the Law Division. Its mandates include working on MEA implementation, fostering synergies and cooperation, including in collaboration with the MEA Secretariats, and serving as an enabler and influencer of policy uptake by Member States, while responding to COP decisions, commitments and reporting needs mandated by each Convention. One of the functions of the MCU has been to manage the implementation of the Capacity Building related to Multilateral Environment Agreements (MEA) in African, Caribbean, and Pacific (ACP) Countries Programme (ACP MEA Programme), currently in its third phase running from 2019 to 2025. The programme aims to build capacity in 79 countries in Africa, Caribbean, and the Pacific (ACP) to fulfil their obligations as parties to Multilateral Environmental Agreements (MEAs), to address the environmental challenges they face and to reap the benefits of improved environmental governance at national and regional levels. UNEP is the overall coordinator of the Programme. Currently in its third and final phase, the programme `builds on the achievements of the previous phases and aims at further enhancing the mainstreaming and implementation of MEAs, including the recently adopted Kunming-Montreal Global Biodiversity Framework and the Global Chemicals Framework, with a focus on promoting enforcement and compliance, as well as enhancing oceans governance and the mainstreaming of biodiversity in the agriculture sector. Duties and Responsibilities: Under the supervision of the Programme Management Officer in the Environmental Conventions and Policy Branch, the consultant will: (i) Delivery of one capacity building workshop in the ACP-region (ii) Delivery of one backstopping mission in the ACP region (iii) Technical organization of Programme Steering Committee meeting for progress monitoring of the ACP MEA III programme. (iv) Delivery of one programme event in the ACP region involving decision-makers and other stakeholders (v) Preparation of analysis and report on ACP MEA III programme results and activities in relevant intergovernmental environmental meetings (e.g. Convention of Parties, intersessionals).
Qualifications/special skills
An advanced university degree (master’s degree, or equivalent) in environmental conservation, environmental management, environmental policy or closely related field is required. A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university. • A minimum of five years of professional working experience in environmental governance and environmental policy is required. • Experience in implementation of biodiversity or chemicals and waste related Multilateral Environmental Agreements (MEAs) at national and international levels is desirable. • Experience in managing or coordinating environmental projects is an asset. • Experience working on projects of UNEP and /or European Development Fund would be an advantage. • Professional working experience in multicultural teams, including with United Nations system organisations or other international organizations is required.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
