OBJECTIVES OF THE PROGRAMME

The objective of the Health System and Wellbeing programme is to support the Ministry of Health in all areas of the health system strengthening: (i) service delivery, (ii) health workforce, (iii) HIS, (iv) access to essential medicines, (v) financing, and (vi) leadership/governance. The objective of this post is to directly support the implementation of the program goal in all health system blocks through the program management role.

DESCRIPTION OF DUTIES

1. Provide technical insight to the Ministry of Health in the planning, implementation and tracking of HIS.2. Support identifying necessary steps to strengthen the use of health information for more accurate, timely reporting including promotion and facilitation of data sharing and integration of information systems.3. Support the Ministry of Health in enhancing data quality reviews, analysis and use of data for decision-making.4. Support strategic use of health indicators and statistics and other information for planning and policymaking.5. Ensure timely and proper implementation of DHIS2 in the West Bank and continuity of Avicenna at hospital level.6. Work as WHO focal person on HIS, facilitating HIS related issues, and coordinating information collection and data reporting .7. Work with relevant national officials, other United Nations agencies, multilateral and bilateral agencies, and nongovernmental organizations to improve coordination in strengthening HIS and to evaluate progress across health programmes.8. Coordinate and implement HIS workshops and support preparations for meetings and HIS related missions as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health information or health information management systems.
Desirable: Training in project management

Experience

Essential: At least two years of relevant experience in health information/health information management systems including at least one year in the implementation of DHIS2 in Palestine.
Desirable: Experience in UN.

Skills

• Concrete skills and knowledge in HIS.• Working knowledge in DHIS2 implementation.• Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.• Ability to write in a clear and concise manner and to convey written information in an effective manner.

REMUNERATION

Remuneration comprises an annual base salary starting at ILS 269,618 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
