Job Summary
CON 2025/33 – Local Consultant for Development and Delivery of a Capacity-Building Program on Integration support for vulnerable migrants, building on the experience of the case of Afghan evacuees in Albania in the framework of the project “Support for the Voluntary Integration of Afghan Nationals in Albania” (IS.0162)
Key Responsibilities
Tasks to be performed under this contract
First deliverable – Desk Review of existing assessment, reports, and conduct pre-Evaluation questionnaire including Training Needs Report and Draft Training Module. Design of Training Program including drafting training plan, agenda and outline tailored to different stakeholder groups participating (e.g., government, NGOs, service providers together to enhance cooperation between structures and stakeholders), including learning objectives, session outlines, methods, materials, and evaluation questionnaires.
Deliverable potentially due by 17 November 2025 [30 working days] – First Installment Payment
Second deliverable – Develop final training agenda and logistics plan for 3-day training in coordination with IOM and stakeholders. Delivery of 3-Day In-Person Training Workshop in Tirana including participant list, pre/post evaluation forms, training materials and PowerPoint presentations. Finalization of Training Module and Report in English and Albanian and final consultancy report summarizing delivery, outcomes, feedback, and recommendations.
Deliverable potentially due by 10 December 2025 [15 working days] – Second Installment Payment

Required Qualifications
Education
- Completed advanced degree from an accredited academic institution in Education, Social Sciences, Migration Studies, Public Administration, or other related areas.
Experience
- At least 5 years of relevant professional experience.
- Experience (national or international) in designing and delivering capacity-building/training programs, on migration, integration, or humanitarian programs and training’s performance evaluation is preferable.
- Experience and familiarity with the Albanian migration and social service context is preferable.
- Experience in working with governmental and non-governmental stakeholders is preferable.
Skills
- Ability to maintain accuracy and confidentiality in performing responsibilities.
- Excellent communication, presentation and reporting-writing skills in Albanian and English.
- Strong facilitation, interpersonal, intercultural, and gender-sensitive skills with attention to detail.
Languages
- Fluency in Albanian and English is requested for this assignment.
Travel required
- Yes, upon coordination with IOM
