Introduction

The overall objective of this assignment is to to identify evidence-based barriers and recommend priority actions to increase access of women, children, and vulnerable groups to civil registration (CR) services. 

Specifically, the assignment will:

• Analyze social, cultural, economic, and institutional barriers through a gender and intersectional lens, including those faced by particularly vulnerable subgroups (women in polygamous marriages, abandoned wives, ethnic minorities, and persons with disabilities).
• Assess behavioral drivers and barriers influencing registration practices, applying gender-responsive behavioral insights and nudging approaches.
• Review existing gender-disaggregated data, policies and frameworks to provide targeted recommendations aligned with IAPS, SDC project indicators, and relevant SDGs.
• Develop a gender-transformative action plan that proposes practical measures and behavioral interventions to increase registration coverage, empower women, and shift discriminatory social norms.
• Propose inclusive communication and outreach strategies tailored to diverse community contexts to raise awareness and stimulate demand for civil registration services.
