Introduction
SCOPE OF TENDER
The project scope involves proposing and developing an open-standards and interoperable (FHIR-ready) National Shared Health Record (SHR), installation, and training of users. The SHR will store longitudinal patient clinical data for use in care coordination, clinical decision support, disease surveillance, and program monitoring.
Activities expected to be undertaken by the consultant in consultation with stakeholders are:
a) Review and finalize requirements for the National Shared Health Record
Review, validate and understand functional and technical requirements, including unique patient identifier management, clinical data standards, FHIR interoperability, data privacy protocols, and integration with existing systems (EHRs, LIMS, eLMIS, Registries).
b) Develop the National Shared Health Record
Design, configure, and build the SHR platform using open-standards technologies, ensuring FHIR standards compliance, robust patient matching, role-based access controls, and integration with the Digital Health Exchange.
c) Deploy and configure the National Shared Health Record
Install and configure the SHR in the Ministry’s designated environment, establish integrations with existing health information systems, implement data migration strategies, and ensure scalability for nationwide rollout.
d) Train users on the National Shared Health Record
Develop and deliver training programs for clinicians, health information officers, facility administrators, program managers, and Ministry-level data stewards on system functionality, clinical workflows, and data privacy protocols.
e) Produce manuals, SOPs, and documentation for the system for sustainable use, maintenance, and customization of the National Shared Health Record
Develop technical documentation (including provision of source code), system administration guides, user manuals, standard operating procedures for data governance, and maintenance protocols to enable sustainable Ministry ownership and system extension.
