Introduction
1. Project Coordination and Governance
· Establish and coordinate the Assembly Secretariat
· Support governance structures and oversight mechanisms
· Facilitate coordination between partners (government, academia, civil society)
2. 2. Assembly Design and Preparation
In accordance with international best practice:
· Finalise deliberative methodology and session structure
· Develop facilitation guides, learning materials and codes of conduct
· Coordinate facilitator recruitment and training (including multilingual and trauma-informed approaches)
3. 3. Participant Recruitment and Sortition
· Implement a statistically representative sortition process
· Conduct outreach to ensure inclusion of marginalised groups
· Finalise participant cohort (~100 participants)
4. Logistics and Participant Support
· Coordinate transport, stipends, catering and childcare
· Ensure accessibility and inclusive (translation services, support measures)
5. 5. Facilitation of the Assembly (minimum 5 days)
· Deliver structured learning sessions and expert inputs
· Facilitate deliberations in small groups and plenary sessions
· Manage voting and consensus-building processes
6. Recommendations and Policy Engagement
· Compile and edit the final recommendations report
· Organise public handover to City of Cape Town and provincial government
· Support engagement between participants and policymakers
7. 7. Monitoring, Evaluation and Knowledge Outputs
· Conduct process monitoring and participant evaluation
· Support independent evaluation of outcomes
I. KEY TASKS TO BE PERFORMED
The service provider will support UNDP and government stakeholders in delivering the Citizens Assembly.
Key Activities:
· Establish governance structures
· Coordinate stakeholders – government, academia, civil society.
· Finalize deliberative methodology – session design, facilitation guides, codes of conduct.
· Implement the project
· Facilitate the project and policy engagement– present findings to City of Cape Town and Western Cape Government.
· Reporting, monitoring and evaluation of the process
· Produce knowledge products – final report, policy briefs, practitioner toolkit, dissemination outputs.
