Introduction
The United Nations Development Programme (UNDP) Rwanda invites qualified engineering consulting firms and consortia to submit proposals for the provision of detailed electronic security systems design services for safety and security upgrades at the UNDP Rwanda Country Office compound in Kigali. The assignment includes the design of CCTV surveillance systems, access control systems, fire detection and alarm systems, lightning protection improvements, and associated network, power, cabling, and system integration requirements. The selected firm will be required to prepare detailed engineering designs, layouts, equipment schedules, technical specifications, Bills of Quantities (BoQs), cost estimates, and works-ready procurement documentation to support the implementation of the proposed electronic security and safety upgrades. A mandatory pre-proposal conference and site visit will be conducted to enable prospective bidders to familiarize themselves with the site conditions, existing infrastructure, and assignment requirements.
Interested firms are requested to register and submit their proposals through the UNDP Quantum Supplier Portal before the deadline specified in the solicitation document. Bidders should carefully review the Request for Proposal (RFP) and ensure that their submissions include all required technical and financial documentation, evidence of relevant experience, and qualifications of the proposed experts. The mandatory pre-proposal conference and site visit will take place on Wednesday, 19 August 2026 at 11:00 AM (Kigali Time) at the UNDP Rwanda Country Office, KN 67 Street No. 4, Kigali, Rwanda. A Site Visit Attendance Certificate will be issued to participating firms and must be submitted as part of the proposal. Only firms that participate in the mandatory site visit will be eligible for evaluation.
