Introduction
The United Nations Development Programme (UNDP) Rwanda invites qualified engineering firms or consortia to submit proposals for consultancy services to undertake a technical assessment, preliminary costing, and preparation of procurement documentation for safety and security upgrades at the UNDP Rwanda Country Office compound in Kigali. The assignment includes assessing vehicular and emergency access arrangements, fire safety and fire-protection infrastructure, CCTV and access-control systems, lightning protection, and other safety and security measures. The selected firm will conduct site assessments, identify and prioritize interventions, develop preliminary concepts, prepare cost estimates and Bills of Quantities (BoQs), and develop procurement documentation for the subsequent implementation of recommended works. A mandatory pre-proposal conference and site visit will be conducted to enable prospective bidders to familiarize themselves with the site conditions, scope of work, and assignment requirements prior to proposal submission.
Interested firms are requested to register and submit their proposals through the UNDP Quantum Supplier Portal before the deadline specified in the solicitation document. Bidders should carefully review the Request for Proposal (RFP) and ensure that their submissions include all required technical and financial documentation, as well as evidence of relevant experience and qualifications. The mandatory pre-proposal conference and site visit will take place on Thursday, 19 August 2026 at 11:00 AM (Kigali Time) at the UNDP Rwanda Country Office, KN 67 Street No. 4, Kigali, Rwanda. Only firms that participate in the mandatory site visit will be eligible to submit a proposal.
