PROJECT DESCRIPTION

The Project is part of the global UNDP’s flagship initiative, the Climate Promise: From Pledge to Impact – Leveraging the Climate Promise to turn Nationally Determined Contributions 3.0 (NDC 3.0) into ambitious climate action.

In 2023, Kazakhstan became the first country in Central Asia to adopt the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan until 2060 (Strategy 2060) and revised its initial Nationally Determined Contribution (NDC). The NDC 3.0 includes an unconditional target, aiming for a 15% reduction in greenhouse gas (GHG) emissions by 2030 and 17% reduction in greenhouse gas (GHG) emissions by 2035, relative to the 1990 baseline year. Additionally, a conditional target aspires to achieve a more substantial 25% reduction in GHG emissions by 2035 compared to the 1990 base year.

To facilitate implementation of the carbon neutrality vision, there is a need for a concrete action plan with sectoral and cross-sectoral activities, including a clear assessment of activities’ emission reduction/absorption potential, timeframe, and responsible partners identified. The integration of these activities into government programming will ensure the direction of public funding and provide proper signals to private investment flows in line with the Strategy 2060 priorities.

UNDP is seeking an experienced International Consultant to lead critical preparatory work, particularly within the cement sector. This role involves identifying and assessing decarbonization opportunities in the steel and cement sectors, supporting the selection of a priority cement plant for investment, preparing the framework and Terms of Reference for a Feasibility Study (FS), and providing technical oversight and quality assurance. Such expertise is essential to secure economically viable investments that support the transition to carbon neutrality.
