Background

Job Purpose and Organizational Context

The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States Strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC
Programme Office in Indonesia supports the government of Indonesia to strengthen responses to these challenges.

POIDN functions within the framework of UNODC’s Regional Office for Southeast Asia and the Pacific (ROSEAP) and support the implementation of programming being undertaken by ROSEAP in Indonesia.  ROSEAP’s Regional Programme outlines the proposed scope and focus of UNODC’s work in the region. It provides a framework for delivering a coherent programme of work to:
(i) give clear focus to supporting Member States and regional partners in achieving priority crime and
drug outcomes; and
(ii) increase the responsiveness, efficiency and effectiveness of UNODC’s support to the region.

National Programme Officer – Psychosocial is located in the Programme Office in Indonesia (POIDN) with duty station in Jakarta, under the Regional Office for Southeast Asia and the Pacific (ROSEAP) in Bangkok, Thailand, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the Head of Office of POIDN, the incumbent will perform his/her duty under the direct supervision of the Criminal Justice Programme Coordinator and the ENDVAC Team Leader and Project Leader in the Crime Prevention and Criminal Justice Section (CPCJS) at UNODC Headquarters Vienna. 

 

Duties and Responsibilities

Within assigned authority, the National Programme Officer – Psychosocial will assist in the implementation of
projects being delivered under the end violence against children (ENDVAC) portfolio in Indonesia. In particular, the incumbent will be responsible for the following specific duties:

1. Support the ENDVAC Project Leader in developing and delivering capacity building activities on psychosocial topics, child protection, and children associated with terrorist groups:

During the planning phase:

• Conduct training needs assessments: Identify training needs by determining the specific skills or knowledge gaps that the training will address; and define objectives by setting clear and measurable training objectives.
• Participate in scheduling trainings and workshops by setting dates and time and creating timelines.

During the preparation phase:

• Participate in selecting venues and arranging equipment (ensure availability of necessary equipment including projectors, computers, microphones and appropriate seating).
• Participate in preparing training materials (agendas, slides, handbooks, and other educational materials) and acquiring any additional supplies needed, such as pens, notebooks, and name tags.
• Participate in registration and communication by managing registrations and providing information to participants (send out pre-training information, including agendas, location maps, and preparation guidelines).
• When necessary, select trainers and/or speakers by identifying and confirming qualified trainers/speakers; and briefing them to ensure they are well-prepared with the objectives, agenda, and materials.

During the implementation phase:

• Participate in arranging room (set up the training room according to the plan, ensuring all equipment is functioning) and preparing materials.
• Participate in conducting training, including welcoming participants, delivering sessions, encouraging participation, managing any group activities or discussions and distributing evaluation forms or conducting surveys.

During the post-training phase:

• Participate in follow-up activities by reviewing feedback, reporting findings, and sharing debriefs with the team.
• Participate in the drafting of reports.

 

2. Provide substantive support to the END Violence Against Children Team on psychosocial topics, child protection and children associated with terrorist groups:

• Provide guidance on psychosocial issues, child protection concerns, and strategies for working with children associated with terrorist groups.
• Provide input and expertise in the development of policies and protocols related to psychosocial support and child protection in Indonesia.
• Keep abreast of developments in the field of psychosocial support, child protection, violence against children and children associated with terrorist groups.
• Share new research findings, best practices, and innovative approaches with team members to enhance their skills and effectiveness.

 

3. Support effective collaboration at the local, national, and international levels for the End VAC projects focusing on psychosocial topics, child protection, and children associated with terrorist groups:

• Advocate for the rights and protection of children associated with terrorist groups and children who are victims of violence at UNODC events, activities, and meetings, across local, national, and international levels.
• Raise awareness during UNODC events/activities/meetings about psychosocial issues, child protection principles, and the impact of children’s association with terrorist groups and exposure to violence on their well-being.
• Work closely with counterparts in the fields of psychosocial topics, violence against children, child protection, and children associated with terrorist groups.
• Enhance collaboration with other international, bilateral, and non-governmental organizations active in the areas of psychosocial topics, violence against children, child protection, and children associated with terrorist groups in Indonesia.
• Enhance collaboration and networking by connecting with other practitioners, researchers, and experts in Indonesia and internationally in the fields of child psychosocial assessment, child case management, violence against children, child protection, and children associated with terrorist groups.

 

4. Support the ENDVAC Project Leader and POIDN in various tasks to further the overall projects and objectives of UNODC:

• Provide administrative support including document preparation, filing, and record-keeping.
• Support data management by participating in the drafts of various reports and summaries.
• Handle ad-hoc requests and miscellaneous tasks as assigned.
• Contribute to organizational initiatives and special tasks as needed.

Required Skills and Experience

Education:

Minimum Master’s Degree or Bachelor’s Degree in Psychology or related field.

Experience:

 

• Minimum 2 years for Master’s Degree or 6 years for Bachelor’s Degree of relevant psychosocial work experience including in relation to children associated with terrorist groups is required.
• Experience in organization and delivery of training programmes in the field of violence against children and children associated with terrorist groups is required
• Experience of providing substantive and operational support to the development of material on psychosocial assessment and support of children associated with terrorist groups is required
• Experience of preparing and providing logistical support for activities is required
• Experience of participating in meetings and discussions on psychosocial topics, child protection, and children associated with terrorist groups is required
• Experience of working with the Government and/or UN system is desirable
• Experience of office software packages (MS Word, Excel, PowerPoint etc) is required

Language Requirements:

Fluency in English and Bahasa Indonesia in both writing and speaking.
