The Abyei Area is a contested border region between Sudan and South Sudan, rich in oil and strategically important to both nations. Since the 2011 separation of the two countries, Abyei has remained a focal point of tension, with both nations claiming sovereignty. The region faces ongoing security, development and humanitarian challenges due to its disputed status, deeply rooted inter-communal conflicts, limited rule of law, and restricted humanitarian access. Ongoing conflict in Sudan has led to arrival of more than 25,000 displaced persons, some of whom have settled in Northern Abyei, while more than 30,000 persons have been received in Southern Abyei. Recent violence in Southern Abyei, including clashes in early 2024, has further exacerbated the situation, displacing thousands of people and intensifying humanitarian needs. Abyei is currently classified as IPC 4, where the large part of the population needs some form of humanitarian assistance.
To this end, due to the current political status of Abyei, UNDP South Sudan would like to access UNISFA fundings to address the issues of community security, social cohesion, inclusion and rule of law, which are directly linked to UNISFA strategy of community violence reduction in Abyei enclave. Certainly, this project will tackle current drivers of intercommunal conflict and violence, strengthen local peace infrastructure for the prevention, management, mitigation and resolution of intercommunal conflicts and social cohesion through the distribution of block/ bricks making machines to the disfranchised youth who are drawn to cattle rustling and conflicts due to poverty arising from the lack of livelihood options.
Furthermore, due to weak and nonexistent rule of law institutions, this project will support efforts to strengthen rule of law through access to justice, legal aid to the vulnerable populations, which will strengthen infrastructure to contribute to conflict prevention through crime and violence reduction in Abyei including Amiet Market and environment. This project is in line with the Security Council Resolution that established the United Nations Interim Security Force for Abyei (UNISFA), bringing a renewed effort and contributing to the UNISFA community violence reduction mandate in addressing current drivers of intercommunal conflict and violence, and strengthening local peace infrastructure for the prevention, management, and resolution of intercommunal conflicts.
The objectives of this call for proposal are:
Output 1 objective (peacebuilding): To facilitate local communities to engage in peace building, by promoting dialogue, mediation, and community interdependency initiative.
Output 2 Objective (access to justice): To promote access to justice and rule of law.
Output 3 Objective (Livelihood): To enhance livelihoods and income generating activities
Main project initiatives include.
Output 1: Inter-and-intra stakeholder dialogue and community security, social cohesion, and inclusion promoted contributing to conflict prevention through crime and violence reduction, involving the JCPC, JTC, and other actors:
Output 2: Capacity of the Rule of Law of the JPC, JTC, and Access to justice for vulnerable groups improved with the limited infrastructure support established in Amiet special court:
Output 3: Access to livelihoods and income generating activities improved
