About the position
Overall responsibility for the design and implementation of protection information management systems for DRC BFA in accordance with project needs and information management policies. Develop and implement country-specific strategies as well as design, implement and improve information management systems, processes and policies in accordance with DRC operational standards and procedures. Create training and capacity building plans to support protection information management staff and protection teams to effectively respond to a scalable and adaptive information management process that will align with DRC programs and operations.
Programming and Coordination
- Assess the functionality of information management systems currently used by the Protection department, identifying gaps and opportunities to support evidence-based programming and data analysis, decision-making and advocacy.
- Develop and deploy the DRC protection information management strategy in close collaboration with the protection manager and the protection coordinator.
- Continue to develop and update monthly dashboards and other data visualizations
- Ensure that information products are standardized and up to date in collaboration with the protection manager and the protection coordinator
- Develop/strengthen protection data collection and management systems as required, working closely with PMs and Protection Team Leaders.
- Develop and implement quality and data protection standards and policies in collaboration with the MEAL Team Leader, the Protection Manager and the Protection Coordinator.
- Provide input to protection analyses to specialist analysts.
- Work closely with the Safeguarding Officer to review and strengthen tools and procedures related to the collection, analysis and archiving of safeguarding data
- Ensure that ethical and robust protection data collection and information management systems are in place for appropriate analysis, reporting, planning, evaluation and advocacy.
- Organize and facilitate the capacity building plan for GI staff based on identified needs.
- Provide training on information management to ensure integrated understanding across sectors.
- Support teams in the redistribution of data and analyses to communities and authorities
Representation
- Participate in coordination meetings and other ad hoc meetings of the P21 with UNHCR
- Be a driving force behind proposals and take the lead on data preparation aspects for the GCAP
As a Team Leader, the position holder is responsible for the following tasks:
- Responsible for the management of employee people, usually working under his supervision
- Responsible for ensuring that agreed work plans and tasks set by the next level manager are implemented on time.
- Managerial responsibility (recruitment, support and monitoring) of employees under his supervision and carrying out performance evaluations (closely supervised by the higher-level manager)
Experience and technical skills
- At least 3 years of experience in a relevant field, including 2 years in a management position
- Strong knowledge of data collection software, including KoboCollect and Activity Info
- Strong knowledge of tabular/dashboard data visualization software, especially PowerBI.
- Proficiency in coding with programming languages such as Python (preferred), R or VBS.
- Knowledge of geographic information system (GIS) and cartography and familiarity with QGIS and online geoservices
- Proven experience in conceptualizing and designing IM systems for programs, software development and customization, and resource management.
- Deep automation and user experience mindset
Education: (including certificates, permits, etc.)
- Bac +5 in statistics, information management, management IT, social sciences, political science or a related field;
- Professional training on protection and/or management of protection information is an asset.
