Background:

NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 May 2026.

The post is located in the Budget and Finance Section of the Fund Administration Unit (FAU) in the OSCE Mission to Bosnia and Herzegovina (the Mission). It is an extra-budgetary (ExB) post within the project “Enhancing intelligence-led policing to combat serious security threats and crimes” (ILP Project) that is currently envisaged to last until 31 May 2026. The Budget and Finance Section is responsible for overall financial administration in the Mission to include the process of planning, implementing, and controlling the financial activities of the Mission as well as co-ordinating and supporting the programme and project planning and budgeting process in general, including providing guidance and support to the Mission Programmes. The Budget and Finance Section encompass three main portfolios: Budget, Accounts and Treasury. 


The main purpose of the Administrative Assistant job is to provide administrative support in the area of ExB project budgeting, monitoring and reporting with the specific focus on the ExB project “Enhancing intelligence-led policing to combat serious security threats and crimes” (ILP Project).

Tasks and Responsibilities:

Under the direct supervision of the National Budget Officer (NP2) and the overall supervision of the National Chief of Budget and Finance (NP3), the successful candidate will be tasked with the following duties:

1. Producing project budget and expenditure reports for ILP and other ExB projects based on the available ERP data and in line with the specific donor’s requirements, and analysing variances between approved budgets and actual expenditures;

2. Providing support to ILP team in relation to the financial status of the project and availability of donor’s funds, as well as in preparation of the forecast; summaring and analysing financial data from Oracle and DocIn;

3. Providing support with respect to the review and analyses of the project budgets as well as other documents of financial nature submitted by the Mission programmes; reviewing validity of the submission, proposed budget or charges; suggesting changes of the costs categories and/or object of expenditure, requesting clarifications; assigning appropriate budget code and other relevant details for administrative approval;

4. Assisting the Senior Budget Assistant and National Budget Officer in the administrative/financial review and clearance of the project documentation and project narrative reports to ensure compliance of narrative as well as financial part of the report with CRMS and donor’s requirements, identifing anomalies that arise between financial data and text, and proposing corrective actions;

5. Reviewing ExB funded IPA budgets, making recommendations to ensure compliance with the OSCE Common Regulatory Management System (CRMS), monitoring financial implementation of IPA, reviewing IPA interim and final financial reports and examining validity of supporting documentation;

6. Monitoring implementation of donor pledges and contracts, and maintaining a database with the specific donor’s requirements, timelines and mandatory steps and actions prior to pledge expiry date.

Necessary Qualifications:

  • Completed secondary education, supplemented by specialised training or formal studies in administration, budget, finance and project management;
  • A minimum of four years of working experience in administration, budget or finance, preferably in an international environment;
  • Good knowledge and understanding of ERP applications (preferably Oracle) and excellent Excel skills required;
  • Ability to work accurately with figures, pay attention to detail and to maintain accurate records;
  • Good knowledge of general administrative, financial and project management procedures and practices;
  • Ability to review and interpret data, identify and resolve data discrepancies;
  • Professional fluency in English and the local languages with excellent communication (both oral and written) skills; 
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
