We are looking for an Administrative & Finance Officer (Level 1) who will be responsible for executing a broad variety of standardized administrative and financial tasks requiring thorough knowledge of UNICEF administrative and financial procedures, processes, and policies. This post mainly supports the P2 Admin and Finance Officer for delivery of efficient and cost-effective administrative support services, providing guidance for operations of administrative support services. This post ensures the office’s administrative operations and services are in compliance with the organization’s administrative policy, procedures, rules and regulations. This Temporary Appointment in the Operations Section is for 364 days.
Candidates applying for positions in the NO category must possess the nationality of the country of the
duty station, with the exception of internal candidates who are legally permitted to work for UNICEF in
the country independently of UNICEF appointment. If not a national of Poland, proof of residence/work permit may be required.
This position is subject to local recruitment. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Established shortly after the war in Ukraine escalated in February 2022, UNICEF Refugee Response Office in Poland has been working together with civil society and government partners at the local and central levels to strengthen systems, expand and adapt existing services, support policy development, provide technical expertise and capacity building. Two years on, we continue to work together to ensure refugee children and adolescents in Poland continue learning, families stay healthy and safe, and that best interests of all children, including the most vulnerable, are always prioritized in decision-making.

As the office exits from humanitarian action/response, the recovery/resilience/development programmes remains in the country and continue to support the Poland Government on specific thematic areas.

In this capacity, the need to project the image of a credible and reliable service provider is imperative to quality of process delivery, and the impact of work directly reflects on the overall reputation of the team in terms of responsiveness to client needs and quality of process execution.

To qualify as an advocate for every child …

Minimum requirements:

  • Education: A University Degree (Bachelor’s) in one of the following areas is required: 

    • Business management 
    • Financial management  
    • Accounting 
    • Public Finance 
    • Related operations function (International Business, Project management, etc.) 
  • Work Experience: 

    • A minimum of 1 year of professional experience, at the national and/or international level, is required, specifically in one or more operations management area including budget; financial management and reporting; facilities management; administration. This 1 year experience must be at officer/technical expert level and preferably specific to admin & finance.
  • Skills 

    • Experience in working with corporate ERPs (Enterprise Resource Planning) and IPSAS (International Public Sector Accounting Standards) is highly desirable.
    • Experience in supporting successful client-oriented work units is an asset.
    • Familiarity with Microsoft Office applications is required.
    • Good writing skills in English. Ability to translate documents from local language to official UN language.
    • Ability to train, coach, and supervise general service staff.
  • Language Requirements:  

    • Fluency in English and Polish is required.
    • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Desirables:

  • Experience in a UN system agency, large private or public company
  • Developing country work experience and/or familiarity with emergency.

Otherwise, the selection will be canceled.
