The vacancy:

We have an excellent opportunity for an Adviser Rule of Law to join our Governance and Peace Directorate.

Reporting to the Head and Coordinator, Legal Transformation, the Adviser, Rule of Law supports the management and leadership of a legal team that delivers specialised legal assistance to member countries. The role involves collaborating closely with Ministers of Justice, Attorneys-General, and Commonwealth legal partners to facilitate legal cooperation. The Adviser assists in organising biennial meetings of Commonwealth Law Ministers and Senior Officials and contributes to setting strategic direction, fostering teamwork, and evaluating programme outcomes. The position requires experience in managing legal professionals and implementing legal policies to promote the rule of law across member states.

Responsibilities of the Adviser Rule of Law Sections (but is not limited to):

The Adviser is expected, among other responsibilities, to:

  • Support the Head and Coordinator, Legal Transformation, plan, prepare and services high level meetings of Commonwealth Law Ministers and Senior Officials of Law Ministries, and Law Ministers and Attorneys-General of Small Commonwealth Jurisdictions held on a biennial cycle;
  • Develop strategic partnerships and initiatives with Commonwealth professional organisations, regional and international bodies, with a focus on legislative support and law reform;
  • Provide expert advice on Pan-Commonwealth, regional, and country-specific issues to support an integrated technical assistance and capacity-building programme;
  • Offer high-quality legal advice across Constitutional, Administrative, Electoral, and Public International Law within programme areas;

To be considered, applicants must meet the following criteria:

  • A degree in Law;
  • An advanced postgraduate degree in Law;
  • Admission to the Bar in a Commonwealth jurisdiction and eligibility to practice law;
  • A minimum of ten years’ all-round experience in the practice of law;
  • Experience in policy development and legal tools;
  • Clear evidence of experience at a senior level in:
    • Constitutional law;
    • Administrative law;
    • Legislative drafting and/or management of programmes in legislative support and law reform.
