The COVID-19 pandemic and Russia’s war against Ukraine have worsened the labour market situation in Moldova, particularly affecting young people, especially young women. The high number of unemployed young people aged between 16 and 35 is a challenge. At the same time, many companies in the country are struggling to find qualified staff. The advisor on Active Labour Market Policies advises and supports the National Agency for Employment of the Republic of Moldova (ANOFM) in improving the implementation of active labour market policies – especially for young people who are neither in education, training nor employment. This includes capacity building of ANOFM in the collection and analysis of labour market information, as well as organizational advice to ANOFM regional offices in selected districts of the country. He/she will also advise the Ministry of Labour and Social Protection of the Republic of Moldova on the implementation of the reform of the National Employment Agency, the development of youth employment strategies, inter-ministerial cooperation and donor coordination.

Your Tasks

  • Technical assistance to the National Agency for Employment (ANOFM) in carrying out labour market and sector studies in selected districts of the Republic of Moldova, with a particular focus on youth employment and the integration of young people who are neither in education, training nor employment (NEETs). This will include target group and gender specific analysis of challenges and trends in local labour markets, collection of good practice examples and preparation of reports and studies.
  • Organisational and capacity development of the National Employment Agency and its Regional Employment Offices. This includes capacity development of the Labour Market Observatory unit at ANOFM, including the further development of a data-based documentation and monitoring system for labour market information. It also includes capacity building of selected ANOFM regional offices to improve the labour market integration of NEETs, e.g. through target-group specific outreach activities, career counselling and cooperation with local employers, educational institutions, youth organisations, local authorities, etc.
  • Advising the Ministry of Labour and Social Protection of the Republic of Moldova on the implementation of the reform of the National Employment Agency, the development of youth employment strategies, inter-ministerial cooperation and donor coordination.

Your profile

  • University degree (Master’s degree or equivalent) in economics, law, public administration, organizational development or other relevant fields
  • 8 years of professional experience in the field of employment promotion and the implementation of active labour market policies, in particular in counselling and job placement (e.g. in public employment services, ministries of labour)
  • 5 years’ experience in policy advice on employment and the labour market
  • 3 years’ experience in optimizing organizational development processes and/or providing advice on institutional change
  • Sound knowledge of labour market information systems, labour market trends and labour market forecasting
  • Excellent written and oral communication and presentation skills in Romanian and English (C1 level). Good knowledge of German is an advantage
  • Ability to work independently with a high degree of self-organisation and problem solving skills, but also to work closely and appreciatively with a variety of stakeholders and in different team constellations
