ANALYSIS & EVIDENCE SPECIALIST

Context

 

The International Committee of the Red Cross (ICRC) operates globally to provide humanitarian assistance to individuals affected by conflict and armed violence, adhering to the principles outlined in the Geneva Conventions. The Analysis & Evidence (A&E) Unit within ICRC serves as a pivotal technical lead for evidence-based programming, supporting the organization in various aspects such as situation monitoring, needs assessment, operational information management, and thematic analysis. 

 

Over the past 6 years, the A&E team has grown from 4 to approximately 130 highly skilled individuals specialized in needs assessments, context analysis, targeting, programme design and planning, M&E, GIS, remote sensing, qualitative and quantitative methods. These positions can be found in HQ, in our Support Centre in Belgrade, in Regional Hubs and (the vast majority) in Field Delegations. While most of the positions are occupied by talented resident (national) staff, the pool of mobile (international) staff counts today on 20 staff and is expected to grow in the near future. The establishment of an Analysis & Evidence roster of specialists is crucial to address the need for growing need for technical capacity to promote evidence-based decision-making within the ICRC.

 

Purpose

 

The job holder supports the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC standards to generate quality evidence on the conditions of people affected by conflict and other situations of violence, and inform program design, implementation, and strategy. This includes providing high-level analytical support to program departments, related to needs assessments, monitoring activities, geospatial analysis and supporting the management of impact evaluations and thematic/mid-term reviews. S/he plays a technical advisory role in response to program design, field implementation and other initiatives.

 

This roster campaign will identify a handful of candidates who will be part of the roster for a fixed period of 2 years within which they make themselves available for deployment to hardship duty station and conflict-affected countries upon availability of a position that matches their profile, their interest and the A&E unit needs. The objective is to identify a roster of candidates with diverse sets of skills relevant to the A&E portfolio of activities. Such positions are expected to work under the leadership of an experienced A&E Coordinator (i.e. Head of A&E in a given delegation). In some rare cases positions can be based in Regional Hubs and act as ‘Flying A&E Specialists’ thus covering multiple delegations and providing punctual ad hoc support to them. Once deployed, a candidate from the roster will officially join the internal A&E Talent Pool and will be integrated into the regular rotation and mobility policy of the organization, and offered growth opportunities through learning and career development path. 

 

Relationships

 

  • Reports to: Analysis & Evidence Coordinators; Head of Regional Affairs; Analysis & Evidence Head of Unit.
  • Internally: Interacts with the rest of the A&E team and management at headquarters, delegations where s/he carries out support assignments, the network of regional specialists or thematic advisers, and Coordinators. Also interacts with other units and divisions at headquarters and in the field as relevant.
  • Externally: May be asked to take part in fora, meetings and workshops, resents the ICRC to authorities and organizations in the same field of expertise (e.g., UN agencies, NGOs, academia, Statistical Offices)

Accountabilities & Functional responsibilities

 

Needs Assessment and Analysis:

 

  • Conduct comprehensive needs assessments in conflict-affected areas to identify the immediate and long-term needs of affected populations;
  • Develop and implement context-specific analysis frameworks to understand the dynamics of conflict and its impact on communities;
  • Provide strategic recommendations based on assessment findings to inform program design and policy development.

 

Monitoring and Evaluation:

 

  • Design and implement robust monitoring and evaluation (M&E) frameworks aligned with ICRC standards and best practices;
  • Conduct regular field visits to monitor the implementation of programs, ensuring compliance with planned objectives and methodologies;
  • Lead the analysis and interpretation of M&E data to assess program effectiveness and impact, and provide actionable insights for program improvement.

 

Geospatial Analysis (when relevant):

 

  • Utilize Geographic Information Systems (GIS) and remote sensing technologies to support spatial analysis and mapping of conflict-affected areas;
  • Provide geospatial data and analysis to support situational awareness, needs assessments, and strategic planning.

 

Technical Advisory and Support:

 

  • Provide technical advice and support to program departments on wide range of A&E portfolio of activities;
  • Facilitate capacity-building initiatives for staff and partners on assessment methodologies, M&E practices, and data analysis techniques;
  • Collaborate with field teams to ensure the integration of evidence-based approaches in program design and implementation.

 

Impact Evaluations, Reviews and Learning:

 

  • In coordination with the Evaluation Office, manage the design and implementation of impact evaluations and thematic/mid-term reviews to assess the effectiveness and sustainability of ICRC interventions;
  • Develop tools and methodologies for internal reviews, and oversee data collection, analysis, and reporting processes;
  • Contributes to the global learning efforts of the organization by present results to stakeholders and provide recommendations for program adaptation and scaling.

 

Operational Information Management:

 

  • Support the management and dissemination of operational information to ensure timely and accurate reporting on program activities and outcomes;
  • Develop and maintain databases and information management systems to support data collection, storage, and analysis;
  • Ensure the integration of qualitative and quantitative data in reporting and decision-making processes.

 

Coordination and Collaboration:

 

  • Work closely with A&E Coordinators and other stakeholders to ensure alignment of assessment and monitoring activities with organizational priorities;
  • Participate in inter-agency coordination forums to represent ICRC’s analytical capabilities and share best practices;
  • Contribute to the development of A&E policies, guidelines, and standards to enhance the quality and consistency of evidence-based programming.

 

Additional Duties

 

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments;
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position;
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses;
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image;
  • Takes responsibility for their own professional learning and development.

 

Desired Profile & Experience

 

  • Typically, 6-8 years of professional experience in needs assessments, GIS, situation and problem analysis, monitoring & evaluation, operational information management or a closely related area;
  • Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis;
  • Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs;
  • Experience in early warning, econometrics, geo-analysis and familiarity with software applications associated with them;
  • Proven understanding of qualitative analysis, statistical analysis, coding languages and mapping software like Nvivo, SPSS, STATA, R, SQL, Python, ArcGIS;
  • Storytelling skills and ability to connect with technical and non-technical audiences;
  • Experience in analysing, interpreting and presenting information for decision making;
  • Experience in participating in the design and implementation of EcoSec, WatHab, Prot, Health and/or WeC programs or similar programs in another organization;
  • Very good written and communication skills in English (C1 level minimum), with other ICRC languages (French, Spanish, Arabic, Russian) being highly desirable, especially French for this position.

Operational & Deployment Constraints

 

  • In line with the principle of neutrality, the ICRC does not assign mobile personnel to a country of which they are nationals. The position can be based anywhere;
  • Applicants with more than one nationality are required to indicate this information as it is relevant for deployment reasons;
  • Candidates must hold a valid driving license for manual transmission vehicles and be able to drive such vehicles independently in unfamiliar terrain;
  • Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of 6 months to 2 years and to go to any location proposed depending on where operational needs arise;
  • Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field;
  • Candidates must be available for deployment to hardship duty stations and conflict-affected countries as per the needs of the organization.
