The International Committee of the Red Cross (ICRC) operates globally to provide humanitarian assistance to individuals affected by conflict and armed violence, adhering to the principles outlined in the Geneva Conventions. The Analysis & Evidence (A&E) Unit within ICRC serves as a pivotal technical lead for evidence-based programming, supporting the organization in various aspects such as situation monitoring, needs assessment, operational information management, and thematic analysis.
Over the past 6 years, the A&E team has grown from 4 to approximately 130 highly skilled individuals specialized in needs assessments, context analysis, targeting, programme design and planning, M&E, GIS, remote sensing, qualitative and quantitative methods. These positions can be found in HQ, in our Support Centre in Belgrade, in Regional Hubs and (the vast majority) in Field Delegations. While most of the positions are occupied by talented resident (national) staff, the pool of mobile (international) staff counts today on 20 staff and is expected to grow in the near future. The establishment of an Analysis & Evidence roster of specialists is crucial to address the need for growing need for technical capacity to promote evidence-based decision-making within the ICRC.
The job holder supports the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC standards to generate quality evidence on the conditions of people affected by conflict and other situations of violence, and inform program design, implementation, and strategy. This includes providing high-level analytical support to program departments, related to needs assessments, monitoring activities, geospatial analysis and supporting the management of impact evaluations and thematic/mid-term reviews. S/he plays a technical advisory role in response to program design, field implementation and other initiatives.
This roster campaign will identify a handful of candidates who will be part of the roster for a fixed period of 2 years within which they make themselves available for deployment to hardship duty station and conflict-affected countries upon availability of a position that matches their profile, their interest and the A&E unit needs. The objective is to identify a roster of candidates with diverse sets of skills relevant to the A&E portfolio of activities. Such positions are expected to work under the leadership of an experienced A&E Coordinator (i.e. Head of A&E in a given delegation). In some rare cases positions can be based in Regional Hubs and act as ‘Flying A&E Specialists’ thus covering multiple delegations and providing punctual ad hoc support to them. Once deployed, a candidate from the roster will officially join the internal A&E Talent Pool and will be integrated into the regular rotation and mobility policy of the organization, and offered growth opportunities through learning and career development path.
