Area Manager Lebanon South

What we are looking for

Strong Senior programming as well as support experience within emergency and recovery contexts. Must have experience in more than one country context as well as exposure to volatile/complex contexts.

Experience in area management or field coordination, with experience leading support functions and/or programming is preferred. A high level of flexibility and adaptability with demonstrated ability to perform well in a highly fluid environment.

Knowledge of cash-based interventions and market based programmes as well as experience from working with partners and setting up partnerships.

A good understanding and knowledge of the Lebanon context and the wider MENA region. Proficiency in Arabic would be a major asset.

What you will do

You will have direct oversight of a talented team of 70 colleagues and a $7 million budget. You will have to navigate the complexities of expanding our operations into new geographical areas, responding adeptly to displacement and needs created by the conflict with Israel and maintaining our capacity to operate in insecure areas.

  • As a member of the Country Management Group (CMG), you will contribute to a shared vision for the CMG, including on the set up, scope and size of the mission.
  • Provide area specific input on Programme Strategies, Country Strategy and Plan of Action, with a focus on the emergency response, and a holistic, needs-based and conflict sensitive programming vision.
  • Lead on Project Cycle Management at area office level, as per the SOP in place, including ensuring quality checks on M&E data, financial accuracy (forecast, spending plans, actuals), leadership on all grant review meeting at Area level and implementation.
  • Oversee the implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments.
  • Assess needs, when relevant and being proactive, develop emergency response and implement response plans, including cash-based interventions and market-based programmes.
  • Ensure optimal use of resources within the allocated project budgets and programmes strategies.
  • Represent NRC and ensure networking on area level, liaise regularly with relevant external stakeholders, including authorities, donors, UN agencies and other humanitarian actors – among others through coordination mechanisms.
  • Line management of senior staff at the Area Office ensuring  capacity  building  is  provided  to  all  staff  in the area.
  • Ensure overall security and safety of staff in the area as well as compliance with and adherence to NRC policies, guidance and procedures.
  • Contribute to shaping the advocacy initiatives and provide regular inputs into advocacy products and external communications initiatives.

What you will bring

  • Minimum 5 years of experience from working as an Area Manager/Field Coordinator or equivalent in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts, with experience in 3 different contexts.
  • Fluency in English, both written and verbal. Proficiency in Arabic would be a major asset.
  • Demonstrated ability to perform well in a highly fluid environment where both context and organizational structure are subject to continuous, abrupt and substantial change.
  • Knowledge of NRC procedures would be an asset.

What we offer

  • Duty station: Tyre, South Lebanon –  this is not a family duty station.
  • Contract: 1 year, renewable subject to funding and performance.
  • Travel: Approximately 20%.
  • Salary/benefits: Grade 10 on NRC salary scales, terms and conditions.
